Hai An commune receives recognition as a new rural commune

This morning, June 29, Hai An commune, Hai Lang district ( Quang Tri ) held a ceremony to receive the commune meeting new rural standards in 2023.

The National Target Program on New Rural Construction was launched in 2012 with 5/19 criteria achieved; infrastructure is not yet synchronized; people's lives still face many difficulties... Determining that the Party Committee and government play the role of leading, directing, and organizing implementation and the People are the main subjects in building new rural areas.

Hai An Commune People's Committee has conducted a survey of the current situation and developed a planning project, a new rural construction project for the period 2012-2015, with a vision to 2020, and a new rural construction project for the period 2021-2025.

Organize a correct assessment of the current situation in rural areas to find out the potential and advantages of the locality; choose the easy criteria first, and the difficult ones later. By focusing on supporting production development to increase people's income; mobilizing and taking advantage of investment resources to build infrastructure; consolidating and improving the quality of culture and society ; ensuring social security...

With the participation of the entire political system from commune to village as well as the people in the commune, up to now, the rural appearance of Hai An commune has changed significantly with the infrastructure gradually being completed and synchronized; the environment is increasingly green, clean and beautiful; the material and spiritual life of the people is constantly being improved.

Average income per capita reached over 51.86 million VND/person/year; multidimensional poverty rate decreased to 4.31%; political security and social order and safety were maintained; quality of education, health care and culture was increasingly improved; the system of party organizations, government, political and social organizations was constantly growing to meet work requirements; improving and enhancing the quality of public administrative services; ensuring and enhancing people's access to law. From 5/19 criteria achieved in 2012, Hai An commune has now achieved 19/19 criteria and the Provincial People's Committee issued a decision recognizing the commune as meeting new rural standards.

Determining that the goal of building new rural areas has no end, in the coming time, Hai An commune will strengthen propaganda work, mobilize people to actively participate in building new rural areas; focus on mobilizing all resources from programs, projects, support from all levels, sectors and contributions from the people to gradually build a commune that meets advanced new rural standards; improve the quality and effectiveness of implementing "rural beautification" movements; build "Model new rural villages", "New rural families"; implement "New rural days"...; promote production development, improve people's lives and incomes; effectively implement social security policies and sustainable poverty reduction...

Chairman of Hai Lang District People's Committee Le Duc Thinh said that Hai An commune achieving new rural standards is the first achievement in the process of building a rich and beautiful homeland. It is necessary to determine that the goal of building new rural areas has no stopping point, so Hai An commune needs to continue to strengthen propaganda work, mobilize people to actively join hands in building new rural areas; continue to maximize the role of the people as the main subject in building new rural areas.

Promote production development to increase income and living standards for people; mobilize and encourage fishermen to invest in upgrading and converting fishing gear and boats to go offshore and stick to the sea...

Strengthen propaganda, mobilization and strict management of land management and construction order in the Southeast Economic Zone planning area; coordinate well in site clearance for key projects in the commune...; perform well the tasks of education and training, culture - society, environmental sanitation, promote rural beautification...

On this occasion, Deputy Director of the Department of Agriculture and Rural Development Nguyen Hong Phuong presented the Decision of the Provincial People's Committee Chairman recognizing the commune as meeting the new rural standards in 2023 to the Party Committee, government and people of Hai An commune, and awarded a welfare project worth 300 million VND to the locality. Hai An commune also launched a competition to maintain and improve the quality of criteria, striving to build advanced new rural areas and model new rural areas.
