The contest aims to promote the emulation movement, raise awareness and responsibility of Party committees and authorities at all levels, the autonomous and proactive role of agencies, units, households and people in preserving the landscape, environment, urban order, associated with building new rural areas, civilized urban areas, building an elegant and civilized lifestyle of Hanoi people, contributing to building a bright, green, clean, beautiful, civilized and safe capital.
In particular, this is not only a competition, but also an opportunity to raise awareness and responsibility of cadres, party members and people in preserving the landscape and environment, building a civilized and safe lifestyle in residential areas.
At the conference, the Commune People's Committee announced the Decision to establish 4 teams to evaluate the contest "Keeping the village bright - green - clean - beautiful - safe". The inspection team is responsible for organizing on-site inspections and evaluating the results of the contest in villages in the commune according to a system of specific, transparent and objective criteria.
Scoring criteria include: Direction and management of the Party cell and village leaders; documents directing and implementing the Resolution of the Commune Party Committee and Plan No. 32/KH-UBND dated July 23, 2025 of the People's Committee of Quoc Oai Commune; evidence is the resolution of the village Party cell on responding to the contest; the village's implementation plan; propaganda documents (banners, billboards, loudspeakers, leaflets, etc.); reports on actual implementation results, etc.
Evidence of results achieved, including: Images of villages, village roads, and alleys: Bright - green - clean - beautiful - safe. Changes in landscape, environmental sanitation, and rural landscape. Active participation of the community.
The contest will run from July to the end of 2025, applying a maximum scoring mechanism, in which criteria on leadership, propaganda and environmental protection are given special priority.
Villages that score 65 points or more will be considered for awards based on a monthly and yearly structure. The special prize is worth 4 million VND, 1 first prize: 3 million VND, 1 second prize: 2.5 million VND; 1 third prize: 2 million VND; 2 consolation prizes each worth 1 million VND.
