Building a strong and widespread militia and self-defense force in Hai Duong province

Promoting glorious traditions

Exactly 90 years ago, on March 28, 1935, at the First National Party Congress in Macau (China), our Party issued the "Resolution on Self-Defense Forces". This was the Party's first resolution on the organization, direction, training and operation of the Self-Defense Force.

Since then, March 28 every year is the traditional day of the militia and self-defense force.

In Hai Duong, from the first self-defense team established in September 1940 in Hop Tien commune (Nam Sach), the militia and self-defense force quickly developed, fighting with local troops, forcing the enemy to withdraw from many posts and disperse their forces. During the resistance war against the US to save the country, the provincial militia and self-defense force actively participated in restoring and promoting production and serving the fight.

Over the past 90 years, the militia and self-defense force of the whole country in general and the militia and self-defense force of our province in particular have promoted the tradition of steadfastness and intelligence, maintained solidarity, and excellently fulfilled assigned tasks.

The provincial militia and self-defense force is constantly being strengthened and developed. Party committees at all levels regularly pay attention to, lead, and direct the work of building and organizing the activities of the militia and self-defense force according to the motto "strong, widespread", "sufficient, compact, reasonable, meeting the requirements in peacetime and ready to fight in wartime".

Every year, military agencies at all levels proactively organize propaganda and review the number of citizens of military age to perform military service in the militia and self-defense force; prioritize selecting citizens with good moral qualities, good health, clear background, and actively participating in activities in the locality and base. Localities also proactively arrange funding and implement payment regimes and policies in accordance with the provisions of the Law on Militia and Self-Defense Force.

Currently, the militia force accounts for about 1.35% of the province's population. The proportion of party members in the militia force is 21.65%. All communes, wards and towns have enough military positions. 100% of the commanders of the military command committees of communes, wards and towns are party members. All 207 communes, wards and towns in the province have established military party cells.

At the commune level, militia forces are built from groups to platoon levels. In state-owned enterprises, self-defense forces are built from squad to battalion levels. Local Party committees and authorities always pay attention to directing the establishment of militia groups and teams operating in villages and residential areas, contributing significantly to political stability and maintaining security and order in the area.

Units and localities focus on improving quality and innovating training content according to the motto "basic, practical, quality". Every year, additional funding is invested in making and renovating models, teaching aids, training grounds, and training grounds. Promote research and innovation to improve teaching aid models for training.

During the training process, officers are regularly sent to the field to inspect, supervise, and promptly overcome limitations... Every year, 100% of facilities and units organize training, with the number of participants reaching 98-100%, of which over 76% achieve good or excellent results.

Pioneer

Along with building a strong and widespread force, in recent years the militia and self-defense force has also actively participated in the movement of the entire people to protect national security, building a people's security posture associated with the entire people's national defense posture, and building strong villages and communes in the defense area.

Every year, communes, wards and towns in the province direct the police and military agencies at the grassroots level to regularly coordinate activities according to Decree 133/2005/ND-CP of the Government. Organize patrols and guard to protect security and order in the locality. Coordinate to grasp the situation of complicated complaints related to compensation and site clearance; proactively advise the Party Committee, authorities and localities to promptly resolve complicated issues that arise...

The militia also actively participates in movements to build new rural areas and prevent crime. Disaster prevention and search and rescue. Promoting the spirit of "Where there is difficulty, there is militia and self-defense force", during storm No. 3, the provincial militia and self-defense force proactively coordinated with military units and functional agencies, effectively implementing the "four on-the-spot" motto, participating in evacuation, relocation of people, dyke reinforcement, supporting people to overcome the consequences, contributing to protecting people's lives and property.

Militia forces join hands to eliminate temporary and dilapidated houses for people with meritorious services, poor and near-poor households.

Along with performing well the national defense and security tasks, the provincial militia and self-defense force also actively participates in emulation movements, competitions and sports events at all levels. From 2021 to now, it has participated in 6 competitions and sports events at all levels and the results have always been in the top. Many collectives and individuals have achieved outstanding results and received certificates of merit from the Military Region 3 Command and the Ministry of National Defense.

It can be affirmed that the militia and self-defense force has become the core force in implementing and mobilizing people to participate in consolidating defense areas, building a strong all-people national defense posture associated with a strong people's security posture, contributing to socio-economic development, improving the spiritual and material life of local people.
