Building a strong Provincial Military Party Committee to meet the tasks of the new period

During the 2020-2025 term, the Provincial Military Party Committee has led and directed the implementation of many solutions to build a strong Party organization in politics and ideology, focusing on innovation, improving the quality of studying, researching, grasping and implementing resolutions, directives, conclusions and regulations of the Party. At the same time, strengthening education on Marxism-Leninism, Ho Chi Minh Thought, the Party's guidelines and policies, the State's policies and laws for cadres, party members and soldiers of the provincial armed forces. There are many practical policies and solutions, focusing on the central political tasks of the unit. Proactively preventing and fighting against plots and sabotage tricks of hostile forces; preventing degradation in political ideology, ethics, lifestyle, manifestations of "self-evolution" and "self-transformation" within the Party. At the same time, effectively lead and direct the work of training and building a contingent of cadres and party members in terms of moral qualities, working capacity, and exemplary responsibility of the contingent of Party committees, commanders, and party members, especially cadres in charge at all levels, to practice matching words with actions, promoting the study and following of Ho Chi Minh's ideology, morality, and style, and the spirit of "7 dares". Thereby, the awareness and responsibility of Party committees, cadres, and party members for Party building work are raised; the spirit of solidarity and unity is consolidated, democracy is expanded, positive factors are promoted, negative behaviors are warned, deterred, prevented, and stopped in a timely manner.

The unit also thoroughly grasps and strictly implements the Party's organizational and operational principles; Party discipline, regimes, and quality of Party activities are improved; working methods and styles are closely linked to the grassroots. The breakthrough in "Improving the leadership capacity and fighting strength of grassroots Party organizations, focusing on the Party cell level" is well implemented. The work of educating , managing, and training cadres and Party members is well done; linking the building of Party Committee members with the building of leading cadres; linking the review, assessment, and classification of Party member quality with the assessment of cadres. The building of "3 good" Party cells, "3 no" Party cells, "Four good Party cells", "Four good grassroots Party organizations" has achieved high results; Party organizations that complete their tasks or more each year are maintained, with 90-95% completing their tasks well and excellently.

It is forecasted that the world and regional situation will continue to develop rapidly and complicatedly; the domestic and provincial situation, in addition to the basic advantages, also has intertwined difficulties and challenges, especially when the whole country begins to implement the 2-level local government model. In particular, the dissolution of the military command (CHQS) of districts, towns, and cities and the establishment of regional defense command and border guard command under the Provincial Military Command is a strategic change, marking a historical turning point of the provincial armed forces.

To build a strong provincial Military Party Committee in terms of politics, ideology, organization, ethics and cadres, the unit will focus on implementing many solutions. First, it is necessary to continue to lead, direct the study, research, thoroughly grasp and effectively implement the Resolution of the 13th National Party Congress and resolutions of Party congresses at all levels for the 2025-2030 term; the resolutions and conclusions of the Central Committee on Party building and rectification in conjunction with Directive No. 05-CT/TW of the Politburo on "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle", the campaign "Promoting tradition, dedicating talent, worthy of being Uncle Ho's soldiers" in the new period; promote propaganda and education work, arousing the will and aspiration to contribute of cadres and party members to the development of the provincial military. Along with that, proactively grasp the ideological situation, focus on building a contingent of cadres and party members with steadfast and firm political will; Resolutely fight against and prevent signs of degradation in political ideology, morality, lifestyle, and signs of "self-evolution" and "self-transformation"; Party committees, Party cells, cadres, Party members, especially leading cadres, must strictly carry out their exemplary responsibilities...

Improve the capacity to thoroughly grasp and concretize resolutions and directives from superiors to one's own level and the capacity to advise local Party committees and authorities; build Party committees and Party cells that are truly the core of leadership at the grassroots level. Combine well the building of Party committees and Party organizations with the assessment and comment on the results of completing tasks of leading cadres at all levels. Thoroughly grasp the Party's viewpoints and policies on building cadres and the spirit of "7 dares" for military cadres. Correctly implement the procedures and principles in assessing, planning, using, and rotating cadres; link planning work with training and appointing cadres; pay attention to training and appointing young cadres with sufficient standards, capacity, prestige, and prospects. Strengthen the management, education, and training of cadres and Party members; combine training and fostering with self-study and self-research. Create sources and improve the quality of grassroots cadres and cadres of ethnic minorities; Pay attention to cadres with expertise in scientific and technical research and technology to serve administrative reform and digital transformation; build a team of cadres and party members with sufficient qualities and capacity to meet the requirements of tasks in the new period.
