Request to soon complete procedures to put the new Phong Chau bridge into operation

The Ministry of Construction has just sent an official dispatch to the Thang Long Project Management Board, the Department of Transport and Traffic Safety, the Vietnam Road Administration, the Department of Economics - Construction Investment Management, and the Department of Construction of Phu Tho province to urgently complete the procedures to put the project into operation for the new Phong Chau Bridge Construction Investment Project - National Highway 32C, Phu Tho province according to the Emergency Construction Order.

According to the Ministry of Construction, the early completion, acceptance and handover of the new Phong Chau Bridge Construction Investment Project - National Highway 32C, Phu Tho Province according to the Emergency Construction Order will resolve the traffic disruption, create favorable traffic conditions for people on both sides of the river, promote socio -economic development, ensure national defense, security and traffic safety in the area.

Therefore, the Ministry of Construction requested the Thang Long Project Management Board (investor) to urgently direct the contractor to speed up the completion of the remaining construction items of the Project (asphalt concrete pavement, bridgehead road, traffic safety system, lighting system, riverbank reinforcement...) to ensure safe and effective exploitation.

Thang Long Project Management Board is assigned to coordinate with the Supervision Consultant and related units to speed up the progress of internal work; carry out the relocation of unsuitable materials, clear the riverbed, and restore the environment within the Project scope.

The investor shall promptly accept all construction work, construction stages and completion of construction items and construction works according to regulations; organize the establishment and approval of construction maintenance procedures according to regulations; organize the implementation of inspection, seek opinions from the Department of Transport and Traffic Safety (if necessary) and assess traffic safety before putting the project into operation according to regulations.

The Ministry of Construction directs the Thang Long Project Management Board to inspect and review all procedures for acceptance of completed construction items according to regulations; make a report on the completion of construction of construction items and construction works before September 18, 2025 as a basis for inspecting the acceptance work of the investor.

"The Department of Economics - Construction Investment Management shall preside over and coordinate with the Thang Long Project Management Board and relevant agencies and units to inspect the acceptance work of the investor to be completed before September 23, 2025," the Ministry of Construction's dispatch stated.

The investment project to build the new Phong Chau bridge - National Highway 32C, Phu Tho province was implemented according to the Emergency Construction Order approved by the Ministry of Transport (now the Ministry of Construction) with the goal of promptly handling the collapse of the old Phong Chau bridge, ensuring quick resolution of traffic disruptions, overcoming the consequences of storms and floods; soon connecting the traffic network in the area, creating favorable conditions for people to travel across both sides of the river connecting Tam Nong district with Lam Thao district, Phu Tho province and localities in the region.

The project has a total length of about 652.88 m, of which Phong Chau bridge is about 383.3 m long, 20.5 m wide, with a total investment of 635,392 billion VND, expected to be completed in 2025.

The project started on December 21, 2024. By September 3, 2025, the project output reached about 90%, striving to open to traffic by the end of September 2025, and complete in October 2025.

One special thing is that, compared to the planned capital for investment in the central budget reserve in 2024 that has been assigned in detail to the Project (635,392 billion VND), the expected disbursement until the completion of the Project settlement (about 438,796 billion VND) leaves about 196,596 billion VND in unused savings.

The Ministry of Construction is proposing to use this surplus capital after construction to invest in upgrading and expanding the road connecting the new Phong Chau bridge with the inter-regional road, about 5 km long, grade III road standards, with an estimated total investment of about 150 billion VND, implementation time from 2025 - 2027.
