100% of administrative procedures deployed online from September 3

Hanoi City Public Administration Service Center officially receives 100% of online administrative procedure records from September 3, 2025, bringing convenience, transparency and contributing to building digital government.

From September 3, 2025, the Hanoi Public Administration Service Center (PVHCC Center) will officially receive 100% of administrative procedure (TTHC) records under the management of the City People's Committee online. This decision aims to implement Resolution 57-NQ/TU dated December 22, 2024 of the Politburo on science, technology development, innovation and national digital transformation; and Plan No. 02-KH/BCĐTU dated June 19, 2025 of the Central Steering Committee.

Specifically, 767 administrative procedures will be carried out entirely online. People and businesses can submit documents, track and receive results completely online. For partially online administrative procedures, people and businesses submit documents on the National Public Service Portal, then send paper documents (if required by specialized laws) via postal service to the PVHCC Center Branch.

The return of 100% of online administrative procedures will be in electronic form, and paper copies will be provided when needed. Paper copies will be delivered free of charge to the registered addresses of people and businesses, except for administrative procedures that require comparison with the original, administrative procedures that require signing of the original book and administrative procedures related to the original Certificate of land use rights and ownership of assets attached to land.

According to the PVHCC Center, submitting documents online brings many benefits such as the ability to do it anytime, anywhere; saving time, costs, and effort; limiting multiple trips. Some administrative procedures are also exempted from fees and charges according to the city's policy.

The PVHCC Center also supports postage costs up to 26,000 VND/delivery. Specifically, meritorious people and social protection beneficiaries are supported in two directions (receiving documents and returning results); other subjects are supported in returning results.

Receiving documents online also contributes to transparency in the process of receiving (or refusing to receive), preventing troublesome behavior, according to the PVHCC Center. At the same time, this form creates a database for organizations and individuals, serving reuse and increasing the rate of providing online public services throughout the process.

The PVHCC Center is committed to ensuring information security, data security, and is ready to provide all maximum support tools for the people. Support channels include PVHCC Center Branches and 476 Online Public Service Agents; call center 1022, extension 7; smart call center 19001009 and chatbot, Callbot on iHanoi application.

The Public Service Center calls on all people and businesses in the city to actively support, respond, accompany, and be ready to change their habits in performing administrative procedures to ensure legitimate rights and contribute to building "Digital Government - Digital Society - Digital Citizens".
