At the 4th meeting of the Government's Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06 on September 24, Minister of Health Dao Hong Lan said that according to the original plan, the implementation of electronic medical records will be carried out in 2025. The Prime Minister also requested the implementation of electronic medical records nationwide before September 30, 2025.
To date, 630 medical facilities nationwide have used electronic medical records, not paper medical records; 84/125 grade 1 provincial public hospitals have implemented this, accounting for about 70%.
On the side of the Ministry of National Defense, 31 hospitals under the Ministry have completed 100% of the electronic medical records. For the Ministry of Public Security , 66% of hospitals have completed the process, and the remaining facilities are trying to complete it on schedule.
In the Public Security Medical System, Hospital 199 is the first medical unit in Da Nang City and also the first unit in the Public Security Medical System to deploy electronic medical records.
Hospital 19-8 (Ministry of Public Security) has completed the assessment and is expected to deploy electronic medical records on September 29.
30/4 Hospital officially put into use electronic medical records (EMR) to completely replace paper medical records from October 1. At the same time, all test information will be stored electronically instead of printed on paper.

Regarding private hospitals, Minister Dao Hong Lan said that 140/399 hospitals have implemented electronic medical records and the facilities are determined to implement it.
However, some hospitals transferred from the Ministry of Labor, War Invalids and Social Affairs to the Ministry of Health are still facing difficulties in information software systems and due to the recent arrangement of administrative units, the implementation of bidding services has been slower than prescribed, so the implementation of electronic medical records nationwide before September 30 will be delayed.
Regarding the implementation of Project 06, Minister Dao Hong Lan said that the Ministry of Health has 10 tasks, of which 7 have been completed so far, and the Ministry is trying to complete 3 more tasks.
Three tasks that the Ministry of Health has not yet completed include: Reviewing, evaluating and restructuring the entire business process, integrating provision on the national public service portal; developing solutions to monitor the implementation of interconnecting electronic health records and referral papers, health examination appointment papers; and replicating the public-private partnership model.

Regarding the expansion of the public-private partnership model, Minister Dao Hong Lan said that the Ministry of Health has coordinated with the Ministry of Public Security to pilot the coordination with businesses for implementation. After the pilot, the Ministry of Health will report to the Government and propose pilot solutions and policies.
Electronic medical records are one of the strategic goals of the health sector, bringing multi-dimensional benefits, improving the quality of medical examination and treatment, while ensuring transparency, safety and efficiency in management.
Instead of having to carry a lot of documents every time you go to the doctor, people now only need a few simple steps to access all their health information through electronic medical records. Test results and periodic examination results are all stored securely, convenient for long-term health monitoring and care.
For doctors, electronic medical records help save time, avoid duplicate testing, and support more accurate diagnosis.
For the health sector, this is an important step towards building a national health data system to serve management, forecasting and policy planning in the future.
