Bac Ninh aims for the private economy to contribute about 55

The plan aims to thoroughly grasp and effectively implement Resolution No. 68-NQ/TW of the Politburo , raise awareness of the political system and the whole society about the important role of the private economy in socio-economic development. Specify goals, tasks and solutions suitable to the practical situation of the province; protect the legitimate rights and interests of enterprises and entrepreneurs; ensure a fair competitive environment among economic sectors in accessing capital, land, technology, human resources, data and other legitimate resources; enhance trust between the State and the private economic sector.

The plan aims to have 85,000 enterprises operating in the economy by 2030, an average of 21.5 enterprises/1,000 people; of which at least 2 large enterprises participate in the global value chain, 15 private corporations are among the 500 largest enterprises in Vietnam. The average growth rate of the private economy is about 13 - 14%/year, contributing about 55 - 58% of the province's GRDP. The private economy contributes about 35 - 40% of the total provincial budget revenue, creating jobs for about 84 - 85% of the total workforce; labor productivity increases on average about 10 - 12%/year. Investment capital in the private economic sector accounts for about 38 - 40% of total social investment capital.

By 2045, Bac Ninh's private economy will develop rapidly, strongly, sustainably, proactively participate in the global production and supply chain; have high competitiveness in the region and internationally; promote comparative advantages, lead development in growth poles and corridors. By 2045, the province strives to have about 160,000 enterprises operating in the economy; contributing about 60% of the province's GRDP.

To achieve the above objectives, the Plan sets out a number of key solutions and tasks, including renewing thinking, reaching a high level of consensus on awareness and action, arousing national confidence and aspirations, creating new impetus and momentum for private economic development. Promoting reform, improving and enhancing the quality of institutions and policies, ensuring and effectively protecting ownership rights, property rights, freedom of business, equal competition rights and ensuring contract enforcement of the private economy. Creating favorable conditions for the private economy to access planning and land resources, capital and high-quality human resources.

Promote the application of science and technology, innovation, digital transformation, green transformation, and effective business in the private economy. Strengthen the connection between private enterprises, private enterprises with state-owned enterprises and FDI enterprises. Form and develop large and medium-sized enterprises. Substantially and effectively support small and micro enterprises and business households. Promote business ethics, promote social responsibility, and strongly promote the entrepreneurial spirit.
