According to the Plan, the emulation movement will be organized from September 4, 2025 and concluded in December 2026.

Carry out the peak emulation period and complete the following specific tasks:
- Complete site clearance of resettlement land and corresponding area of resettlement land before October 15, 2025;
- Complete site clearance for the entire agricultural land area of related projects and items before November 20, 2025;
- Complete site clearance for all cemeteries (including People's cemeteries and Martyrs' cemeteries) before September 20, 2025; complete cemetery infrastructure before October 30, 2025;
- Complete the construction of the resettlement area, ensuring sufficient conditions for people to build houses before January 30, 2026;
- Complete construction of schools, medical stations, technical infrastructure works, and social infrastructure within 6 months from the date of completion of site clearance work;
- Complete the route connecting Gia Binh airport with Hanoi capital - the section passing through Bac Ninh province before December 15, 2026.
For site clearance work including projects related to Gia Binh International Airport: Gia Binh International Airport; Route connecting Gia Binh International Airport with Hanoi Capital - section passing through Bac Ninh province; Route connecting Provincial Road 285B with Gia Binh International Airport; Route between Gia Binh International Airport; Resettlement projects, relocation works, return of technical infrastructure, social infrastructure serving site clearance of related projects, BT project counterpart, People's Public Security Air Force Regiment under the Mobile Police Command, Ministry of Public Security and other projects directly serving the operation of Gia Binh International Airport.
- Compete in creative labor in site clearance, construction, project management, consulting and supervision to ensure progress, quality of works, projects, techniques, aesthetics, environmental sanitation, labor safety, and create landscape and development space of the project after completion;
- Compete to promote administrative procedure reform, create openness and convenience in project implementation. Implement information transparency, build a monitoring mechanism for all levels of people to participate in monitoring the implementation of agencies, units and localities; promptly remove difficulties and obstacles related to construction materials and site clearance;
- Compete in research and application of science and technology, information technology, and modern management methods in design, construction, exploitation, and management of projects to improve labor efficiency, shorten implementation time, save resources and human resources, and use highly applicable and environmentally friendly materials;
- Strictly implement discipline, administrative discipline, responsibility for performing public duties of cadres, civil servants, public employees and responsibilities of heads of agencies, units and localities in project implementation;
- Propaganda and mobilize people to actively comply with site clearance and resettlement for households within the project scope;
- Participate in supporting and assisting construction units at the construction site.
Through the emulation movement, it aims to create a vibrant atmosphere, encourage units and localities to focus on site clearance, investment implementation, construction implementation of project items, ensuring the completion progress, putting into operation and exploitation of Gia Binh International Airport in 2026, thereby contributing to the socio-economic development of the province and the key economic region in the North.
