Bac Ninh: Speeding up preparations to start construction of Gia Binh International Airport

Important planning adjustments

Gia Binh International Airport Project has had an important planning adjustment to make the airport the second largest 4E-class international airport in the country. Accordingly, Gia Binh International Airport is added to the National Airport System Planning for the period 2021-2030, with a vision to 2050, with an expected design capacity of about 30 million passengers and 250,000 tons of cargo/year for the period 2021-2030; about 50 million passengers and 1 million tons of cargo/year with a vision to 2050. It is capable of receiving large-capacity, wide-body aircraft such as Boeing 777, Boeing 787, Airbus A350 and other specialized aircraft, with long runways and equipment and techniques that meet high safety standards.

The authorities informed the people of Thu Phap village about the project.

According to Decision No. 1102/QD-BXD dated July 20, 2025 of the Ministry of Construction , the total area of ​​Gia Binh International Airport is increased to about 1,960 hectares. Of which, in Gia Binh commune, the land area that needs to be cleared for phase 2 of the project (excluding 125 hectares of phase 1 and the radial road of the project) is estimated at about 759.6 hectares. This area that needs to be recovered poses a big challenge for compensation and resettlement.

People agree to hand over the site

To achieve high consensus in site clearance work, Gia Binh commune has developed and implemented a systematic and scientific propaganda and mobilization plan. Chairman of the Commune People's Committee, Deputy Head of the Standing Committee of the Steering Committee for the implementation of the Gia Binh International Airport project and the Gia Binh Commune Restitution Works, Luong Trung Hau, shared: "Promoting the spirit of consensus of the people in the site clearance work of Gia Binh airport in phase 1, at the same time, through propaganda and mobilization work, people in the commune have grasped the policy of expanding and upgrading the airport to Gia Binh International Airport. Therefore, from the end of 2024 and the beginning of 2025, localities will grasp the boundaries of the airport expansion, organize information and propaganda on the Party's policies and the State's laws on site clearance, compensation and clearance to the people".

Gia Binh International Airport project is being accelerated.

In July 2025, Gia Binh commune established a Steering Committee for the implementation of the Gia Binh International Airport project and the restitution works, consisting of 15 members, headed by the Party Secretary of the commune. Conferences to disseminate to party members and people the importance of each component project, the State's policies on land recovery, compensation and support were organized systematically and scientifically. "The content of the conferences and the steps in the site clearance process were carried out publicly and democratically. This has created trust in the community," emphasized Comrade Hau.

To date, potential investors have advanced nearly 16.5 billion VND to pay 152 families and individuals whose land is subject to clearance in Thu Phap village. Only 5/152 families and individuals have not been paid due to not being present in the locality or lacking documents showing authorization for relatives to receive on their behalf.

The consensus of the people is the key factor for the initial success of the site clearance work. In Thu Phap village, one of the first areas to implement the site clearance work, the Gia Thuan Land Fund Development Center Branch coordinated with the locality and land users to review the planned location for the construction of the VIP terminal, with an area of ​​about 4.3 hectares. The preliminary compensation plan was established according to the support unit price of Bac Ninh province (old) at 441,000 VND/ ^m2 of long-term agricultural land (including crop compensation of 9,000 VND/ ^m2 ).

Mr. Dang Van Long, Head of Thu Phap village, Gia Binh commune said: "Deeply aware of the important role of the project for the development of the country and the province, the people of Thu Phap village agreed to hand over 4.3 hectares of agricultural land to the government to promptly serve the groundbreaking ceremony of the component projects of Gia Binh International Airport. On July 20 and 26, the work of paying and receiving compensation and site clearance took place quickly and safely, and the people were excited."

The households directly affected also expressed their determination and strong support. Mr. Nguyen Van Tan, Thu Phap village, excitedly said: "My family has nearly 1,000 ^square meters of agricultural land. Through meetings, we have grasped the policies of the Party and the State and have high consensus. The family has received compensation from the first payment, on July 20, 2025". Similarly, Mr. Nguyen Van Binh, Thu Phap village said: "Through propaganda, my family agreed to receive compensation and hand over more than 100 square ^meters of agricultural land".

In preparation for the next stages, Gia Binh commune is reviewing the location, making a plan for compensation and preliminary support (agricultural land) for the land planned to build an air traffic control station (ATC) in My Thon village with an area of ​​about 8 hectares according to the proposed boundary of the potential investor. At the same time, proactively coordinating with functional units to review resettlement areas, locations, cemeteries and other restitution works. Reviewing each location and field that needs to be reclaimed to serve the early construction of runway No. 1 to carry out the task of welcoming international delegations to the APEC 2027 conference.

Recommendations that need to be resolved soon

However, in addition to the positive results, the Party Committee, the communal government and the people also have a number of recommendations that need to be considered and resolved by the competent authorities to ensure the project's progress and protect the legitimate rights of the people. Specifically, on the part of the local government, comrade Luong Trung Hau said that the functional branches of the province should soon guide the procedures for handing over land, first of all, the area to be recovered early to serve the groundbreaking ceremony on August 19, 2025. Thereby, potential investors have a basis to carry out exploratory drilling, build a ceremony platform and other preparatory work.

The province is requested to report and propose the Central Government to issue a special mechanism allowing the People's Committee of Bac Ninh province to carry out simplified procedures and processes for compensation, support and resettlement before the Decision on adjusting the investment policy is approved by the National Assembly for Gia Binh commune to implement. The locality also recommends that the Provincial People's Committee direct the handling of compensation for crops on land at each time; promptly introduce the locations of areas for construction of returned cemeteries and have policies and mechanisms on legal procedures, advance capital to organize immediate construction; direct the establishment of resettlement areas...

People of Thu Phap village recommend that authorities at all levels pay attention to compensation prices; handle reasonably and appropriately cases of area discrepancies between the certificate and the actual area assigned to the people by the locality; have policies to support the locality and people with the funds contributed by the people to build internal irrigation roads... At the same time, they hope that the authorities will soon review and plan to clear the area related to residential land, farm land and make a resettlement plan so that people can grasp the information and have a plan to stabilize their lives.

With the great efforts of the Party Committee, the government, the consensus of the people, along with timely solutions from the authorities at all levels, we believe that the Gia Binh International Airport Project will be started on schedule and implemented on schedule.
