After more than 2 months of implementing the 2-level local government, leadership and direction activities in Gia Binh commune have been smooth; basic professional tasks have met the needs of people and businesses. However, there are still difficulties such as overlapping functions and tasks between units; the review and consolidation of work programs, planning, and socio -economic development plans have not been timely; the unification of databases, management of administrative records, records of cadres, party members, public assets, land... between merged localities still lacks synchronization...

Implementing the project to build Gia Binh International Airport, Gia Binh commune has a total land area of about 811.57 hectares. Up to now, the commune has coordinated with relevant units to pay compensation for site clearance to 296/296 households and individuals of My Thon village with agricultural land area recovered (about 19.8 hectares), the amount of nearly 91 billion VND, reaching 100%.
It is expected that on September 23, 2025, the commune will simultaneously pay advance compensation and support to households and individuals whose agricultural land area was recovered from the remaining 13 villages.

Due to the large volume of site clearance work and the urgent time, the locality proposed that the Provincial Steering Committee together with the Provincial Party Committee, People's Council and People's Committee soon issue a number of specific mechanisms of the province; at the same time, allow the implementation of social housing projects in the commune to arrange for low-income people to live there. Including arranging for disadvantaged households in villages whose land has been recovered; allowing the adjustment of the site clearance progress of resettlement land in the commune; paying attention, considering and supporting funding for forces without regimes and allowances at the grassroots level (villages, hamlets) who are mobilized to participate in site clearance work and other tasks to speed up the project implementation progress...

Speaking at the meeting, comrade Dao Quang Khai shared the difficulties of the commune in implementing the two-level local government and site clearance work. At the same time, he requested that on the basis of the existing personnel apparatus, the locality should arrange and adjust appropriately to ensure work efficiency; establish groups with similar work nature to exchange and support each other among members; and departments and branches should pay attention and support the locality to overcome difficulties.
Regarding the site clearance for Gia Binh International Airport, he praised the commune for its active propaganda to create consensus among the people. He requested the locality to continue promoting the achieved results and be determined to complete the set milestones...

Concluding the conference, comrade Nguyen Viet Oanh acknowledged and highly appreciated the results that Gia Binh commune had achieved in implementing the two-level local government and the site clearance work for Gia Binh International Airport. These results have created an exciting spirit, spreading deep consensus throughout the local Party Committee, government and people.
In the coming time, regarding the Party building work, the commune needs to focus on implementing key tasks, programs, and resolutions of the Commune Party Congress, creating breakthroughs in socio-economic development; paying attention to taking care of grassroots cadres. Regarding personnel work, the Party Committee and the Commune People's Committee will proactively transfer and arrange within their authority. The selection of cadres must be in accordance with their expertise, for the common tasks and work; in case more cadres are needed from departments, branches, and localities, a specific report must be made for the province to consider and supplement.
Regarding land clearance, he requested departments and branches, especially the Department of Agriculture and Environment, the Provincial Land Fund Development Center, to develop a propaganda outline; pay attention to supporting the commune in implementing land clearance for residential land and infrastructure projects. Especially, for residential land, which is greatly related to the interests of the people, he requested the commune to focus on initial screening, classifying subjects, comparing areas and policies to propagate to create consensus and peace of mind among the people.
Comrade Nguyen Viet Oanh emphasized the importance of the Gia Binh International Airport project and assigned departments, branches and localities to be transparent in the process of site clearance, to reach out to the people, explain the issues in detail, create consensus and support from the people; promote fairness and ensure the legitimate interests of the people.
In addition, it is necessary to be determined and closely follow the tasks in Plan No. 57 of the Provincial People's Committee issued on September 5, 2025. This is a political task that the province has identified as particularly important, the entire political system from the province to the grassroots level must accompany, create unity and trust for cadres and localities; determined to strive to achieve work progress according to the plan registered with the Central Government.
