On the morning of September 16, at the National Conference to disseminate and implement the recently issued resolutions of the Politburo, comrade Le Hoai Trung, Secretary of the Party Central Committee, Acting Minister of Foreign Affairs, presented the topic: "The core content of Resolution No. 59-NQ/TW dated January 24, 2025 on international integration in the new situation and the Action Program to implement the Resolution".

Presenting the Government's Action Program to implement Resolution No. 59-NQ/TW, Comrade Le Hoai Trung, Secretary of the Party Central Committee, Acting Minister of Foreign Affairs , emphasized: to achieve the set goals, in the coming time, ministries, branches and localities need to urgently specify tasks and organize synchronous and effective implementation.

In particular, continue to strengthen the Party's leadership, innovate thinking, awareness and action in international integration in the new context. At the same time, promote digital transformation, develop digital data, increase the application of information technology, online platforms in information work, foreign propaganda and international integration. The Government will develop a strategy and orientation for the development of Vietnam's digital diplomacy until 2030.

Comrade Le Hoai Trung also emphasized the need to improve the effectiveness of international economic integration associated with the goal of building an independent, autonomous, self-reliant and self-reliant economy, promoting economic restructuring, renewing the growth model and promoting comprehensive digital transformation.

The Government will evaluate the effectiveness of implementation and propose negotiations to upgrade international economic cooperation agreements, especially signed FTAs. In addition, it will study and propose policies to selectively participate in new FTAs ​​and international economic cooperation initiatives, in the spirit of flexibility, efficiency and in line with national interests.

At the same time, develop and implement policies and mechanisms to support businesses to take full advantage of integration opportunities and remove bottlenecks in implementing FTAs, especially new-generation FTAs. The Government will develop an Ecosystem Project to support businesses in taking advantage of FTAs, in order to improve competitiveness, expand markets, and effectively exploit trade commitments.

According to comrade Le Hoai Trung, international integration in politics, defense and security needs to continue to be expanded, more comprehensive and effective, contributing to maintaining a peaceful and stable environment, promoting socio-economic development and protecting the Fatherland from early on, from afar, enhancing the country's potential and international position.

In particular, the Government will focus on effectively implementing action programs to deploy established partnership frameworks, especially Comprehensive Strategic Partnership, Strategic Partnership, Comprehensive Partnership and equivalent forms. At the same time, proactively research and propose the development of new partnership frameworks, expanding cooperation to new fields, in accordance with the development needs and actual conditions of Vietnam.

At the same time, promoting international integration in science, technology and innovation is considered a key task, aiming to improve national competitiveness, expand space for sustainable development and modernize the country.

The Government will also continue to effectively implement signed international treaties and agreements in the field of science and technology; research, propose negotiations, sign and join new bilateral and multilateral cooperation mechanisms and agreements, especially in the fields of innovation, digital transformation, and development of creative startup ecosystems.

In addition, in the coming time, the Government will urgently develop and implement specific mechanisms and policies to increase the attractiveness of Vietnam's investment environment in high-tech, cutting-edge technology, research and development fields - including artificial intelligence (AI), quantum technology, atomic energy...

At the same time, organizations, businesses and individuals will be encouraged to actively participate in the Global Innovation Network, along with other appropriate cooperation mechanisms, creating conditions for Vietnam to be more proactive in global technology value chains. Along with that, the Government is determined to continue promoting comprehensive international integration in the fields of culture, society, tourism, environment, education - training, health, and other fields.

Improving the capacity to implement international commitments and agreements will be linked with inspection and supervision work, while accelerating the progress of perfecting domestic institutions, policies and laws - to create synchronization and unity in integration.

The Government will also review and summarize the implementation of the Overall Strategy on International Integration to 2020, with a vision to 2030, as a basis for proposing new integration orientations suitable to the regional and international context in the next period.

Comrade Le Hoai Trung emphasized that in order to effectively implement Resolution 59-NQ/TW, it is necessary to raise awareness and responsibility of ministries, central agencies and localities in reviewing, inspecting, urging and supervising the implementation of international commitments and agreements in their respective fields. The Government will establish a Steering Committee to review and urge the implementation of signed international commitments and agreements, and proactively mention the implementation content in high-level foreign affairs activities with partners.

Along with that is building mechanisms and improving the capacity to monitor implementation, develop a system to assess compliance and evaluate the effectiveness of international integration; improve the capacity to resolve disputes and complaints arising in the process of implementing international commitments and agreements, especially in the fields of trade and investment; build and perfect laws related to green economy, digital economy, circular economy, energy conversion, hydrogen, carbon emission reduction, digital transformation, artificial intelligence, semiconductor chips, space and other emerging fields that affect the country's security and development.
