The driver of a 7-seat car violated alcohol concentration and drove without a license, killing 2 people.
On the evening of September 1, Bao Loc City Police ( Lam Dong Province) executed an emergency arrest warrant for Mai Xuan Vinh (40 years old, residing in Ward 2, Bao Loc City) to investigate the act of "Violating regulations on controlling road vehicles causing especially serious consequences".
Initial information, on the afternoon of September 1, Mai Xuan Vinh drove a 7-seat car on Phan Dinh Phung Street from Bao Loc City center to Ho Chi Minh City at high speed.
When reaching the section passing through residential group 22 (ward 2, Bao Loc city), the car driven by Vinh collided head-on with a motorbike with license plate 49H1-180.25 (driver unknown) traveling in the opposite direction.
As a result, the accident caused the death of two motorcyclists, Ng. H. D. (17 years old, residing in Loc Nga commune) and Ph. D. Qu. D. (18 years old, residing in Loc Phat ward, Bao Loc city). The front of the car was deformed, and the motorbike was burned to the frame.
After causing the accident, authorities conducted an alcohol test and found that Mai Xuan Vinh's breath had an alcohol concentration of 0.9 milligrams per liter of breath.
At the time of the incident, Vinh was driving without a driver's license and illegally encroaching on the road.
It is known that on March 24, Mai Xuan Vinh was administratively fined 46 million VND for driving a car while drinking alcohol, with a measured alcohol concentration exceeding 0.4 milligrams/liter of breath, without a driver's license, and without carrying the car registration.
The case is currently being investigated and clarified by the authorities.
