President evaluates Phu Tho Provincial Party Committee thoroughly grasped Directive 45 of the Politburo , conclusions and instructions of the Central Committee, the Politburo, the Secretariat and central agencies on Party Congresses at all levels, towards the 14th National Party Congress.
The Provincial Party Committee also successfully led and directed the congresses at all levels in the province to ensure strictness, quality and earliest completion in the country, creating an atmosphere of solidarity and high trust within the Party Committee and the people; focused on leading and organizing the careful, serious, thorough and quality preparation of documents to be submitted to the first Provincial Party Congress.
In particular, the Phu Tho Provincial Party Committee has fully absorbed the guidance of the Politburo and the Secretariat; thoroughly grasped the contents of the draft documents and the Summary Report on 40 Years of Innovation of the Central Executive Committee submitted to the 14th National Party Congress, to complete the political report, the Party Committee's review, the draft Resolution of the Congress; the personnel plan and the action program to implement the Resolution of the Congress with very high consensus.
Regarding the assessment of the results in the 2020-2025 term, the President pointed out that the Party Committee, people of all ethnic groups and armed forces of Phu Tho province have united, strived, inherited and promoted the achievements and good lessons of previous terms, strived to overcome difficulties and challenges, resolutely and creatively implemented and achieved important and comprehensive results in almost all fields, contributing significantly to the cause of building, developing and firmly defending the Fatherland; so that our country can have the foundation, potential, position and international prestige as it has today.
Reviewing some outstanding results, the President highly appreciated and warmly congratulated the great and quite comprehensive achievements that the Party Committee, government and people of all ethnic groups in Phu Tho province have achieved in the past term; at the same time, pointed out the limitations and shortcomings that the Congress needs to focus on discussing, analyzing carefully, clearly and correctly identifying the causes, especially subjective causes; and recommending and proposing solutions to overcome them in the coming term.
To realize the goal of Phu Tho becoming a regional center of industry, trade, logistics, tourism, education and training by 2030; and becoming a centrally-run city by 2045, the President requested the Provincial Party Committee to maintain solidarity and high unity in awareness and action; continue to focus on leadership and direction in organizing the building and rectification of the Party and the political system to be truly clean and strong in politics, ideology, organization, ethics and cadres.
The President requested that it is necessary to pay special attention to improving the leadership capacity and fighting strength of the Party organization in the provincial Party Committee; combining the improvement of the quality of the cadres with the Party members; the cadres in charge, especially the leaders with the Party Committee members; maintaining and implementing the principle of democratic centralism; self-criticism and criticism; attaching importance to inspection, supervision and innovation of leadership methods; promoting the exemplary role of Party cadres and members in performing their duties, in implementing the Party's regulations and the State's laws. Along with that, the province must well implement the resolutions and conclusions of the 4th Central Conference of the 11th, 12th and 13th terms on Party building and rectification in association with studying and following Ho Chi Minh's ideology, morality and lifestyle.
The President also requested Phu Tho province to implement the construction of a truly streamlined, effective, efficient, and people-friendly two-level local government; the new apparatus must be better and more effective than the old one. In particular, Phu Tho needs to measure people's satisfaction; during the implementation process, it is necessary to immediately grasp difficulties and obstacles to have timely solutions.
The President emphasized that Phu Tho needs to effectively implement information and propaganda work correctly and promptly, creating high consensus in society, consolidating the great national unity bloc and the spirit of innovation so that the entire political system, all levels, sectors and all people can join hands and unite to build the province to develop quickly and sustainably, and all people can have a prosperous, free and happy life.
Pointing out the need to focus on effectively implementing strategic breakthroughs, including perfecting institutions towards modernity, effectiveness and efficiency, the President said that the province needs to focus on developing science, technology and digital transformation, creating a foundation for rapid and sustainable development; promoting the development of the private economic sector to truly become an important driving force of the economy; strengthening international integration, effectively attracting strategic investment capital, boosting exports and developing high-quality service industries; developing healthcare, education and promoting human resource training; in which, prioritizing training of technical, technological, logistics and digital transformation human resources in accordance with practical market needs.
The President emphasized the task of strengthening regional development linkages in the spirit of Resolution 11 of the Politburo "on the direction of socio-economic development and ensuring national defense and security in the Northern Midlands and Mountains region to 2030, with a vision to 2045".
To continue to focus on leadership and direction to maintain political and social stability, closely and harmoniously connect economic, cultural and social development, environmental protection with strengthening national defense and security, improving the effectiveness of foreign affairs and international integration, the President requested the Party Committee and the government of Phu Tho province to thoroughly grasp the spirit of not trading the environment, culture and social security for mere growth. Along with that, develop in balance and harmony between regions in the province, ensure social security and progress, preserve the cultural identity of the province and ethnic groups, protect ecology and use resources effectively.
Noting that in the development process, it is necessary to especially thoroughly grasp the spirit that people are the center, the goal, and the subject of all development strategies, the President acknowledged and highly appreciated Phu Tho province for proactively proposing the policy of building a number of specialized resolutions of the provincial Party Committee on education and training development; on strengthening the work of protecting, caring for, improving people's health and developing the health sector; on developing culture, people, preserving and promoting the cultural identity of ethnic groups in the province; on exploiting and making the most of resources for investment and development... and comrades have set high development goals to strive to achieve.
Emphasizing that the success of the congress is very important but not enough, it is necessary to turn the will, aspiration and determination of the entire Party Committee, the entire people and the armed forces of the province into reality to be successful, the President requested the Executive Committee of the Phu Tho Provincial Party Committee, Term I, to urgently and resolutely deploy and immediately implement the Action Program to implement the Congress Resolution in a strict, serious and methodical manner, with clear goals, requirements to be achieved, clear responsibilities, clear resources, with a roadmap and timeline for completion. The tasks to be implemented in 2025 need to be focused on immediately, ensuring progress and quality so that the people, cadres and party members can clearly see the breakthrough changes of the Congress Resolution.
The President said that the Central Executive Committee, the Politburo, and the Secretariat believe that the Party Committee, the government, the people of all ethnic groups, and the armed forces of Phu Tho province will continue to promote the tradition of patriotism, the spirit of great solidarity, the will to be self-reliant, the aspiration to rise up, and the determination to successfully implement the goals of the Resolution of the 1st Provincial Party Congress, building Phu Tho to be increasingly rich, civilized, and happy, worthy of being the sacred land of the Hung Kings, the origin of the Vietnamese nation, contributing with the entire Party, people, and army to successfully implement the two 100-year strategic goals.
At the congress, the representative of the Central Organizing Committee announced the Politburo's decision on appointing the Executive Committee, Standing Committee, Secretary, and Deputy Secretaries of the Phu Tho Provincial Party Committee for the 2025-2030 term.
Accordingly, the Politburo decided to mobilize, assign, and appoint comrade Truong Quoc Huy, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Ninh Binh province, to join the Executive Committee, Standing Committee, and hold the position of Secretary of the Phu Tho Provincial Party Committee for the 2025-2030 term.
The Phu Tho Provincial Party Executive Committee has 97 comrades; the Provincial Party Standing Committee has 27 comrades; and there are six Deputy Secretaries of the province.
