The Politburo gives opinions on preparations for the Government Party Congress.

On the morning of September 10, at the Party Central Committee Headquarters, General Secretary To Lam chaired a working session of the Politburo with the Standing Committee of the Government Party Committee, giving opinions on draft documents, personnel plans and preparations for the 1st Government Party Congress, term 2025-2030.

At the working session, the Politburo listened to the representative of the Government Party Committee's Standing Committee report on the drafting of documents and personnel plans for the 2025-2030 term; report on receiving and explaining comments from central committees, ministries and branches. The Politburo assessed that the draft documents and personnel plans were carefully, seriously and elaborately prepared by the Government Party Committee in accordance with the regulations and instructions of the Central Committee. The content of the documents thoroughly grasped the major viewpoints and orientations in the draft documents of the 14th National Party Congress, the resolutions, conclusions and directives of the Party Central Committee and the Politburo and were close to the practical situation of the Party Committee; the basic personnel plan ensured the structure, quantity, standards and conditions according to regulations.

The Politburo members basically agreed with the draft documents submitted to the Congress by the Government Party Committee, and gave their enthusiastic, responsible, and profound comments to supplement and perfect the Congress documents. Concluding the working session, General Secretary To Lam requested the Government Party Committee Standing Committee to absorb the opinions of the Politburo members and the reasonable comments of representatives of the Central Committees, ministries, and branches to perfect the documents and personnel plans; continue to carefully prepare for the successful organization of the 1st Party Congress, term 2025-2030.

The General Secretary pointed out a number of contents that need to be focused on and implemented well in the coming term. First of all, determining the guiding viewpoints in the Political Report

in accordance with the most important position and role of the Government Party Committee in the system of Party organizations directly under the Central Committee, the core of leadership and direct direction for the Government and Party Committees of ministries, branches, corporations, general companies, banks, and large enterprises.

Closely follow, update and concretize the contents of the draft documents of the 14th Party Congress related to the Government's responsibility for socio-economic development, ensuring national defense and security, with the overarching task of promoting socio-economic development, ensuring national defense and security, strengthening foreign affairs, implementing social progress and equity, improving people's lives to set out appropriate visions, goals and targets for each stage and period; review the mechanisms and policies that must be handled, removed and cleared, to complete the set goals, especially the institutionalization of new policies and orientations of the Party Central Committee. The General Secretary requested to promote industrialization, modernization, economic restructuring, and establish a new growth model based on science, technology, and innovation.

and digital transformation as the main driving force, strongly developing the digital economy, knowledge-based economy, with high added value, global competitiveness, especially new industries and technologies; developing the state economy to play a leading role in ensuring macroeconomic stability, major balances, strategic orientation, and leading the economy; the private economy is the most important driving force of the national economy; selectively attracting investment sources from outside (both direct and indirect). Continue to focus resources on developing synchronous, modern, smart, internationally connected infrastructure; effectively exploit and expand new development spaces, taking urban areas as the driving force for regional development; develop infrastructure connecting large cities and industrial development centers; develop energy infrastructure to meet the requirements of high economic growth in the new period, ensuring energy security.

Invest in a number of nuclear power plants with appropriate scale, new technology, and safety. Develop synchronous and modern urban infrastructure and transportation; focus investment resources and modernize digital infrastructure. Develop telecommunications and technology infrastructure to meet the essential infrastructure requirements of the digital economy, especially e-commerce. Develop synchronous and modern cultural and social infrastructure; invest in building a number of key national cultural, sports, educational, and medical works of regional and international significance. The General Secretary emphasized the focus on improving the material and spiritual life and health of the people; specify tasks and solutions to implement policies, closely combine economic growth with progress, social equity, comprehensive human development, and care for people's lives; focus on directing the implementation of the Politburo's resolutions and conclusions on breakthroughs.

Develop education and health care for the people; perfect and modernize the organizational model and methods of social development management, and solve social problems. Improve social welfare for all people, ensuring that all people enjoy the fruits of development.
