The National Power System and Electricity Market Operation Company focuses all resources and coordinates with functional units to urgently fix transmission grid system problems to soon restore stable and safe operation. Coordinates with power generation units and grid operation management units to optimize the operating mode of power plants and grids, ensuring safe, stable and continuous power supply.
On the other hand, closely coordinate with the hydropower reservoir operation management unit to update the actual hydrological situation, flood situation and requirements of competent authorities, ensuring power generation efficiency; plan to regulate hydropower reservoirs to ensure compliance with inter-reservoir and single-reservoir operation procedures and instructions of the National Civil Defense Steering Committee and the Provincial Civil Defense Commands.
In particular, coordinate with EVN, the National Power Transmission Corporation, power corporations and power companies in provinces and cities to ensure safe, stable and reliable operation of the national power system and promptly handle unusual situations due to the impact of storm circulation, and coordinate to restore power supply to loads that have lost power due to storms.
Power generation units must comply with the dispatching orders of the authorized dispatching authority to ensure absolute safety of the national power system; implement the operating shift regime and report the operating status and incidents of the power plant in accordance with current regulations. At the same time, reinforce and protect the construction infrastructure (telecommunications systems, power grid systems, etc.) and take measures to quickly overcome incidents, maintain operations, and avoid interruptions before, during and after the storm.
Closely coordinate with fuel suppliers (coal, gas, oil) to ensure adequate, continuous and stable supply for power generation needs. Coal-fired thermal power plants proactively have solutions to protect coal warehouses and prevent flooding, to ensure that fuel reserves are always ready for production. Regularly check and strengthen the equipment of power plants to ensure improved operational reliability and increased power generation capacity.
The Minister also reminded the owners of hydropower dams to strictly comply with the operating procedures of inter-reservoirs and single hydropower reservoirs approved by competent authorities, especially when unusual situations arise. Scientific operation ensures absolute safety for the project, prevents artificial floods, and contributes to reducing floods downstream, including notifying people early before operating flood discharge.
Mobilize maximum resources and equipment to provide warning information and notify local authorities and people in downstream areas as soon as possible before discharging floodwaters according to procedures and operating orders of competent authorities, especially in emergency flood discharge situations. Conduct reviews and develop response plans to proactively ensure safety for hydroelectric dams, especially when there are situations of heavy rain and floods exceeding the design level, to avoid being passive and surprised. Strengthen inspection and assessment of dam status; equipment, flood discharge works, water intakes, flood discharge warning systems in downstream areas... and promptly correct any defects (if any).
Organize 24/24h duty, maintain smooth communication with the Civil Defense Command at all levels, deploy plans to ensure the safety of dams, downstream areas of reservoirs and unfinished construction works, especially key and vulnerable works, promptly post warning signs, notify people about dangerous areas within the protection range of dams and hydroelectric reservoirs. Moreover, closely coordinate with local authorities in responding to natural disasters and ensuring the safety of people in downstream areas, especially in emergency flood discharge situations.
The Department of Industry and Trade of provinces and cities mobilizes maximum forces to closely coordinate with local power companies to overcome power system problems. Advise and request local Party committees and authorities to direct power units and other relevant units to promptly deploy tasks to overcome storm-caused problems to soon restore power supply to serve production and people's daily life; create maximum conditions for power units to complete their tasks well.
Direct hydropower dam owners in the area to seriously implement the requirements and tasks in this Official Dispatch. Direct enterprises supplying goods in the area to effectively implement the plan to reserve essential goods. At the same time, review areas at risk of being isolated due to rain and floods to have specific plans to ensure the supply of essential goods, especially food, foodstuffs, and drinking water for people in affected areas.
In addition, direct market management forces in localities to strengthen market inspection and control, promptly detect and strictly handle violations of the law in commercial activities.
