The Ministry of Education and Training announced decisions on personnel work.

On September 3, 2025, Prime Minister Pham Minh Chinh signed Decision No. 1885/QD-TTg on the transfer and appointment of Associate Professor, Dr. Hoang Minh Son, Deputy Minister of Education and Training, to hold the position of Chairman of the Council and Director of Hanoi National University.

Associate Professor Dr. Hoang Minh Son received his PhD in Automation Engineering from Dresden University of Technology, Germany in 1998. After graduating with his PhD, he became a lecturer at Hanoi University of Science and Technology (now Hanoi University of Science and Technology) from 2000, and was recognized as Associate Professor in 2006.

Having held various positions at Hanoi University of Science and Technology: Head of Training Department (2008); Vice Rector (2014); Party Committee Secretary, Rector (2015); Party Committee Secretary, Chairman of the School Council (August 2020), in October 2020, Associate Professor Dr. Hoang Minh Son was appointed by the Prime Minister to hold the position of Deputy Minister of Education and Training.

On the same day, the Prime Minister signed Decision No. 1889/QD-TTg, appointing Prof. Dr. Le Quan, Chairman of the Council and Director of Hanoi National University, to hold the position of Deputy Minister of Education and Training.

Prof. Dr. Le Quan is a Doctor of Management Science at the University of Toulon (France). He is an expert in human resource development and entrepreneurship, appointed Associate Professor in 2009 and Professor in 2017.

Prof. Dr. Le Quan has held leadership and management positions such as: Head of the Department of Human Resources Management (University of Commerce), Member of the Board of Directors of the Francophone Entrepreneurship Institute, Member of the Executive Board of the network of scientists researching entrepreneurship (Francophone University Organization), in charge of international training projects at the University of Commerce, and in charge of Filière Francophone on business administration; Director of the Center for International Training and Education (University of Economics, Vietnam National University, Hanoi); Head of the Personnel Organization Committee of Vietnam National University, Hanoi; Member of the Standing Committee of the Party Committee, Head of the Party Committee Organization Committee, Chairman of the Inspection Committee of the Party Committee of Vietnam National University, Hanoi; Deputy Director of Vietnam National University, Hanoi; Deputy Minister of Labor, Invalids and Social Affairs; Deputy Secretary of the Provincial Party Committee, Secretary of the Party Committee of the Provincial People's Committee, Chairman of the People's Committee of Ca Mau province.

On the afternoon of September 4, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a conference to announce and hand over the Prime Minister's Decisions on receiving, transferring, and appointing leaders of ministries and agencies. Accordingly, the Prime Minister handed over the Decision on receiving and appointing Associate Professor, Dr. Hoang Minh Son to the position of Chairman of the Council, Director of Hanoi National University; and the Decision on transferring and appointing Professor, Dr. Le Quan to the position of Deputy Minister of Education and Training.

Within the framework of the program, the Ministry of Education and Training also announced the decision to transfer Ms. Le Thi Thanh Nhan, Deputy Director of the Department of Teachers and Educational Managers, to work at the Institute of Mathematics according to her personal wishes; the decision to re-appoint Deputy Director of the Department of Higher Education Nguyen Thi Thu Thuy and Deputy Chief of Office Nguyen Van Cu.

The Minister shared that Associate Professor Dr. Hoang Minh Son has worked for 6 years as Deputy Minister of Education and Training. With his management experience, sense of responsibility and efforts, Associate Professor Dr. Hoang Minh Son has successfully completed the assigned tasks; especially when participating in many major tasks of the industry, such as Planning the network of universities and pedagogical schools; building Resolution 71-NQ/TW of the Politburo on breakthroughs in education and training development...

Respectfully acknowledging the contributions of Associate Professor, Dr. Hoang Minh Son in leadership and management, the Minister believes that with his accumulated expertise, sense of responsibility and capacity, Associate Professor, Dr. Hoang Minh Son will excellently complete his tasks in his new position.

Regarding Prof. Dr. Le Quan, the Minister believes that with many years of experience as Deputy Minister of Labor - Invalids and Social Affairs in charge of vocational education; at the same time with the time serving as Chairman of the People's Committee of Ca Mau province and nearly 5 years as Director of Hanoi National University, Prof. Dr. Le Quan will continue to make important contributions to the education sector in his new position.

“Currently, the workload, responsibility and expectations that the Party and State have for the leaders of the sector and the education sector are enormous. I hope that you will promote your capacity and strengths, and work with the Ministry's leadership to continue to contribute effectively and achieve many successes in your new position,” the Minister expressed.

Sharing his pride and happiness when working for the Ministry of Education and Training, Associate Professor Dr. Hoang Minh Son mentioned the spirit of "all for the education sector" and the dedication and high responsibility of the leaders of the Ministry, departments, and divisions... Grateful for the support and companionship of the Minister, Deputy Ministers, and leaders of units in the past time, Associate Professor Dr. Hoang Minh Son hopes to continue to receive this attention and support so that he can make good contributions to Hanoi National University in particular, to the education sector and the country in general. Hanoi National University commits to making every effort to realize and implement the resolutions of the Party, the policies of the State and the Ministry of Education and Training. Associate Professor Dr. Hoang Minh Son also expressed his hope that his predecessor - Professor Dr. Le Quan - in addition to his contributions to the Ministry and the sector, will continue to support, share and exchange experiences so that he can fulfill his tasks well in his new position.

With 25 years of experience in the education sector, Prof. Dr. Le Quan expressed his joy at taking on the new assignment and hoped to receive support from the Minister, Ministry leaders, and leaders of units to be able to successfully complete the tasks in his new position. Prof. Dr. Le Quan also affirmed that he will always accompany and support Assoc. Prof. Dr. Hoang Minh Son, as well as Hanoi National University.
