Deputy Director of the Department of Intellectual Property as Acting Director of the Information Technology Center

DNVN - On the afternoon of September 23, 2025, in Hanoi, the Ministry of Science and Technology held a ceremony to announce and award decisions on personnel work at the Information Technology Center (IT). The ceremony was chaired by Deputy Minister of Science and Technology Bui Hoang Phuong, who is also a member of the Standing Committee of the Ministry's Party Committee.

At the ceremony, representatives of the Department of Organization and Personnel, Ministry of Science and Technology announced two important decisions. According to Decision No. 2828/QD-BKHCN dated September 22, 2025, the Minister of Science and Technology decided to temporarily transfer and appoint Mr. Tran Quang Hung, Deputy Director of the Department of Intellectual Property, to hold the position of Deputy Director of the Information Technology Center.

At the same time, in Decision No. 2829/QD-BKHCN, also issued on September 22, 2025, the Minister of Science and Technology assigned Mr. Tran Quang Hung, Deputy Director of the Information Technology Center, to hold the position of Acting Director of the Information Technology Center until further decision.

In his assignment speech, Deputy Minister Bui Hoang Phuong assessed Mr. Tran Quang Hung as a young, experienced officer with a long working and attachment period in the industry, well-trained, with in-depth expertise in information security, dynamic, enthusiastic, and with a high sense of responsibility.

The Deputy Minister emphasized that the Information Technology Center is currently undertaking many important tasks assigned to the Ministry of Science and Technology by the Government and the Central Steering Committee on Resolution 57. Specific tasks include:

Building a national digital platform and a shared digital platform for the Science and Technology sector;

Upgrading and perfecting information technology infrastructure;

Ensure connection and sharing with the National Public Service Portal and the National Population Database to serve administrative procedure settlement and public service provision;

Deploy tasks serving digital transformation, implement Project 06 of the Government at the Ministry .

The Deputy Minister noted that all these tasks must be basically completed before December 30. This is not only the responsibility of Mr. Tran Quang Hung personally but also the common task of the entire Information Technology Center and the Ministry of Science and Technology.

To ensure progress, Deputy Minister Bui Hoang Phuong requested Acting Director Tran Quang Hung to urgently consolidate the staff, review the work and develop a specific implementation plan. The Deputy Minister also requested Mr. Hung to proactively research and coordinate with agencies and units under the Ministry and all officers and employees of the IT Center to quickly catch up, urgently deploy and complete the assigned tasks. At the same time, in the current context, the deployment of IT and digital transformation cannot be undertaken by the IT Center alone, but requires close coordination and support from related units, especially in connecting, sharing data and raising awareness of officers about the benefits of digital transformation. The Deputy Minister requested Mr. Hung to join forces with officers and civil servants of the IT Center to review and coordinate with functional units of the Ministry to deploy the work in the coming time, especially in the field of digital transformation.

Commitment to turn IT Center into "digital infrastructure"

In his acceptance speech, Mr. Tran Quang Hung expressed his gratitude for the attention of the Ministry's leaders and the support and assistance of the staff of the Intellectual Property Department during his tenure as Deputy Director.

The Acting Director of the IT Center pledged to make continuous efforts and strive to complete the assigned tasks well. Mr. Hung shared that, in the context of comprehensive digital transformation, the Information Technology Center is not only a unit operating technical systems but must become the "digital infrastructure" of the Science and Technology sector - a place to create platforms, data and tools to serve state management, policy making and strategic decision making.

To realize this goal, Mr. Tran Quang Hung committed to working with the Information Technology Center to act according to the four mottos set forth by the Ministry: "Setting an example - Discipline - Focus - Breakthrough"

Mr. Tran Quang Hung also hopes that all staff of the IT Center will unite, be unanimous, and join hands in action, so that everyone feels proud to contribute to making the Ministry of Science and Technology a bright spot in the Government's digital transformation, while creating a foundation for the sustainable development of the science, technology and innovation ecosystem.
