Ministry of Education and Training speaks out about the case of a 7th grade student pulling a teacher's hair and pressing her head down

(NLDO) - The Ministry of Education and Training said that this is a serious incident, affecting the safety and health of teachers, and requested strict handling of violations (if any).

Mr. Vu Minh Duc, Director of the Department of Teachers and Educational Managers, Ministry of Education and Training, on the morning of September 20, spoke up about the incident of a 7th grade student pulling the hair and pressing down on the head of a female teacher at Dai Kim Secondary School, Dinh Cong Ward, Hanoi.

Mr. Vu Minh Duc said that according to information from the Hanoi Department of Education and Training, on the afternoon of September 16, at Dai Kim Secondary School, a student of class 7A14 had inappropriate behavior towards the homeroom teacher (pulling hair, holding the teacher down, and snatching back toys) when the teacher confiscated sharp, pointed toys that posed a safety risk.

After the incident, the Board of Directors of Dai Kim Secondary School organized for students to admit their mistakes, invited parents to work to agree on educational measures; promptly encouraged and stabilized the teachers' spirit; reported to the Ward People's Committee and relevant agencies to coordinate the resolution.

Immediately after receiving information about the incident, the Ministry of Education and Training sent a document requesting the Hanoi Department of Education and Training and Dai Kim Secondary School to report the incident, and at the same time sent a document to the Hanoi People's Committee and the Dinh Cong Ward People's Committee requesting the direction of local authorities to verify and strictly handle violations (if any) according to the provisions of law to ensure the safety of life, health, honor and dignity of teachers when performing their duties.

The Ministry of Education and Training said that this is a serious incident, affecting the safety and health of teachers; negatively affecting the educational environment and the tradition of "respecting teachers and valuing education" of our nation; contrary to the regulations of the Government and the Ministry of Education and Training on building a safe, healthy, friendly pedagogical environment and preventing school violence.

Therefore, all wrongdoings must be strictly handled according to the provisions of the law. On the other hand, in handling students, especially in special cases, it is necessary to consider appropriate measures to ensure both education and deterrence and create conditions for students to correct their mistakes.

The Ministry of Education and Training also requested the Hanoi Department of Education and Training to learn from experience and direct schools, especially Dai Kim Secondary School, to focus on building a safe, healthy, democratic educational environment without school violence.

Pay attention to moral education, awareness of law compliance, respect for teachers towards students; do a good job of school psychological counseling, promptly detect cases of students showing abnormal psychological signs so that together with their families, they can take appropriate care and education measures. Improve the management and operation capacity of the Board of Directors, proactively and take measures to handle unsafe situations in schools. Detect and prevent student misconduct early; closely coordinate with students' families and local authorities to ensure school safety.

Previously, as reported by Nguoi Lao Dong Newspaper , a clip appeared on social media recording a scene where a 7th grade student at Dai Kim Secondary School, Hanoi grabbed the teacher's hair and pressed her head down, leaving her unable to resist.

In the 2-minute video that is being circulated, a female teacher and a male student are seen struggling over an item. When the female teacher refuses to return the item, the male student grabs her hair and pushes her head down in the classroom. The students around just stand and watch, no one intervenes.

According to the new regulations issued by the Ministry of Education and Training in Circular 19 on rewards and discipline for students, from October 31, 2025, the form of "expulsion" for students will be abolished. The highest form of discipline is requiring students to write a self-criticism, in addition to reminders and criticisms. For primary school students, only two forms of discipline will be applied: reminders and requests for an apology.
