Ministry of Education and Training finalizes university admission regulations, no more early admission

The new university admission regulations will no longer consider early admission, candidates must use their 12th grade academic results for admission.


On the morning of March 21, information from the Ministry of Education and Training said that the Ministry issued Circular No. 06/2025/TT-BGDDT dated March 19, 2025 amending and supplementing a number of articles in the Regulations on university and college admissions for the Early Childhood Education sector. These adjustments aim to increase transparency, fairness and improve the quality of admissions.

No more early admission

The new regulations will no longer consider early admission. The Ministry of Education and Training said that in recent years, the application of early admission has made the admission period longer, and candidates have to request confirmation of their high school academic results to many training institutions, leading to a waste of social resources. In particular, many training institutions call for early admission in large numbers, but the number of candidates enrolling is very small, showing that early admission is not effective.

In addition, when training institutions conduct early admissions using the learning results from 1 to 5 semesters of high school instead of using the results of the entire 12th grade year (semester 2), it affects the learning process and high school graduation exam of students, thereby affecting their learning capacity at university level. Therefore, to ensure that students are fully equipped with the necessary basic knowledge to study university programs, from this year the Regulations stipulate that early admissions will no longer be considered.

The new regulations also stipulate that when using high school academic results for admission, candidates must use their 12th grade academic results. In addition, to ensure that the contribution of 12th grade academic results is not too low when calculating the admission score, the regulations stipulate that the weight of 12th grade academic results in calculating the admission score must not be less than 25%.

Publicly announce the rules for converting equivalent admission scores

The Ministry of Education and Training also said that the new regulations stipulate that training institutions using multiple admission methods must determine the equivalent conversion rules for the input threshold and admission scores of the admission methods, admission methods, and admission combinations according to the general instructions of the Ministry of Education and Training.

Thus, schools do not have to allocate quotas for admission methods to avoid risks when considering admission according to the quotas of each method such as the difference in scores between methods being too large, some methods having very high admission scores, admission scores based on transcripts being lower than admission scores based on high school graduation exam results, etc.

In addition, to ensure that candidates have full information during the registration process, the regulations stipulating the equivalent conversion rules must be publicly announced at the latest at the same time as the input quality assurance threshold is announced.

Candidates do not need to choose a method code, combination code... they just need to clearly identify the program, major, training group and training institution they want to study to decide to register. The general enrollment support system of the Ministry of Education and Training will use the method with the highest result of the candidate for admission consideration.

In response to candidates' concerns about this new point, Associate Professor Dr. Nguyen Anh Dung - Deputy Director of the Department of Higher Education, Ministry of Education and Training said that this year, candidates can choose unlimited admission wishes, but must arrange them in order of priority from highest to lowest.

The general enrollment support system of the Ministry of Education and Training will not distinguish between admission methods; the number of admission methods the system "scans" depends on the total number of methods the training institution offers in the enrollment plan.

Candidates do not need to register for admission by method, just register for the admission major and arrange the order of preference in order of priority. Therefore, candidates should focus on learning, choosing to register for the major that they are truly passionate about and that is suitable for their abilities, without worrying about the admission method.

"Building a score conversion plan is the responsibility of training institutions and the Ministry of Education and Training to ensure the rights of candidates. Candidates will receive public information on how to convert scores before registering for admission," Associate Professor Dr. Nguyen Anh Dung said.
