Of the 11 subjects, only Literature is tested in essay format, with 120 minutes of testing time, including 2 main parts: Reading Comprehension (4 points) and Writing (6 points).
Structure of high school graduation exam 2025.
For multiple choice subjects, part 1 consists of multiple choice questions, with 4 suggested answers to choose 1 correct answer. Each correct answer is worth 0.25 points.
Part 2 consists of questions in the form of True - False multiple choice. Each question has 4 answers, at each answer the candidate chooses true or false. Regarding scoring: a candidate who gets 1/4 of the answers right gets 0.1 point, 2 answers right gets 0.25 points, 3 answers right gets 0.5 points and all 4 answers right gets 1 point.
Part 3 consists of multiple choice questions with short answers. Candidates fill in the boxes corresponding to their answers. For Math, each correct answer is worth 0.5 points, and for other subjects, each correct answer is worth 0.25 points.
In December 2023, the Ministry of Education and Training announced sample questions for the 2025 high school graduation exam.

From 2025, the 2025 high school graduation exam will have 2 compulsory subjects (Math, Literature) and 2 elective subjects out of 9 subjects, including Foreign Languages, History, Physics, Chemistry, Biology, Geography, Economic and Legal Education , Information Technology, and Technology.
The sample test according to the new format structure was tested by the Ministry of Education and Training in the following provinces and cities: Hanoi, Hai Phong, Ninh Binh, Gia Lai, Thai Nguyen with nearly 5,000 students participating.
The results of the test format structure test were analyzed according to classical and modern testing theories as recommended by the Educational Testing Service (ETS).
Based on the analysis of the test results, the Ministry of Education and Training invited experts (authors of the new general education program, textbook authors, lecturers and experienced teachers) to work together to perfect the exam format structure and sample questions for publication.
At this time, the general education program is only implemented up to grade 11, so the knowledge content used in the illustrative questions is mainly from grades 10 and 11.
In the 2025 high school graduation exam organization plan, Literature will be tested in the form of essays on paper, while other subjects will be tested in the form of objective multiple-choice tests on paper.
For multiple-choice exams, there are a maximum of 3 types of multiple-choice test questions used in the exam:
Multiple choice questions (this format has been used for many years in Vietnam). According to the exam format from 2025, Foreign Language subjects will only use this format. The remaining multiple choice subjects have a part using this format.
Multiple choice questions in True/False format, each question has 4 ideas, candidates must answer True/False for each idea of the question. This format requires candidates to have comprehensive capacity, knowledge and skills to achieve maximum score, limiting the use of "tricks" to choose answers from noisy options like in multiple choice test format. The probability of randomly scoring the maximum score is 1/16, 4 times smaller than the current multiple choice test format.
Short answer multiple choice questions: This format is similar to the essay question format, and is evaluated through the final result that the candidate must fill in on the answer sheet. This format requires the candidate to have solid capacity, knowledge and skills, and limits the use of "tricks" to choose answers from confusing options like in multiple choice tests.
"The two new multiple choice test formats, through practical testing, have been shown to be suitable for designing exams in the direction of assessing capacity, while improving the ability to classify candidates," the Ministry of Education and Training assessed. The exam time for each subject is 120 minutes for Literature; 90 minutes for Math; and 50 minutes for other subjects.
