Mr. Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training, said that the number of candidates for the high school graduation exam in the period of 2020-2024 is increasing, it is forecasted that each year there will be more than 1 million candidates participating in this exam. The graduation rate fluctuates between 98-99%, this number reflects 3 goals including evaluating the entire teaching and learning process, considering graduation and being the basis for university admission, therefore, just because the rate is high does not mean there is no need to take the exam.
In addition, the rate of registration for the Natural Science group tends to decrease compared to the rate of registration for the Social Science group. However, there are also some localities with the opposite trend, such as Ho Chi Minh City, the rate of registration for the Natural Science group is always higher. The average score of the subjects increases slightly and focuses on the Social Science group, while the Natural Science group remains stable and lower. This is also one of the reasons leading to the trend of choosing to enroll in the Social Science group more:
"This is also one of the somewhat disadvantageous factors because many university admission groups have a Social Science group. We are working with the University Department to research a fair solution between admission groups," said Mr. Chuong.
Regarding the proposal to prepare for the high school graduation exam from 2025, Mr. Chuong said that the Ministry also realized that the high school graduation exam regulations change every year, causing pressure on time. Therefore, the Ministry also hopes that from 2025, the exam regulations will be stable.
In addition, it is expected that the graduation recognition will use the test scores and the 3-year assessment results at a 50-50 ratio. In addition, the exemption from the foreign language exam when using a foreign language certificate will not be converted into 10 points, but only recognized as passing graduation.
Localities also need to prepare a roadmap for computer-based testing, develop a plan for conditions to pilot computer-based testing from 2027, and widely deploy it after 2030.
The high school graduation exam from 2025 will test 4 subjects with 36 combinations, including 2 compulsory subjects and 2 subjects from the subjects studied in grade 12. On October 18, the Ministry of Education and Training also announced the reference exam questions for graduation subjects from 2025.
