Shortage of 113,491 teachers
At the end of the 2023-2024 school year, the Ministry of Education and Training said that the local shortage of teachers still exists in most localities, especially teachers of new subjects (English, IT, music , fine arts). This problem is slow to be resolved, causing difficulties in implementing the curriculum and teaching plan.
The whole country still lacks hundreds of thousands of teachers, the Ministry of Education and Training has proposed many new policies.
Specifically, as of last April, the whole country still lacked 113,491 teachers at all levels of preschool and general education. The structure of the teaching staff is still unbalanced between subjects at the same level, between regions with different socio -economic conditions; the quota for allocating teachers to localities is mostly lower than the actual demand. The teacher/class ratio at all levels is lower than the norm prescribed by the Ministry of Education and Training.
The main reason, according to the Ministry of Education and Training, is that the attraction to the industry is still limited; the number of teachers leaving their jobs is still high; the source of teachers for some specific subjects is still lacking. In addition, recruitment in localities is still slow, currently there are about 72,000 assigned positions that have not been recruited.
The number of classes has increased due to the increase in the number of students, leading to an increase in the need for teachers; planning and forecasting of teacher needs from the strategic level to the local level is not close and does not keep up with reality; population fluctuations and labor migration between regions are large and irregular...
In order to gradually remove difficulties and shortcomings in recruiting teachers to teach new subjects according to the 2018 General Education Program, the Ministry of Education and Training has developed and the Government has proposed to develop a National Assembly Resolution on allowing the recruitment of people with college degrees to teach a number of subjects.
Research on new salary policy according to job position
In order to create a legal corridor for localities to have a basis for implementation, ensuring fair rights for teachers during the time when the new salary policy has not been implemented, the Ministry of Education and Training said it is coordinating with the Ministry of Home Affairs to develop regulations on salary scales according to job positions, titles and leadership positions and preferential allowances according to profession (if any) for specialized officials under its management scope in conjunction with the arrangement of organizational apparatus, streamlining of staff and innovation of operating mechanisms and financial mechanisms of public service units (including the team of general and preschool teachers).
Along with that, the Ministry of Education and Training is implementing research on preferential allowances for civil servants in the education sector and reviewing and proposing policies on salary regimes for civil servants of ethnic boarding schools, semi-boarding schools and schools with semi-boarding students in mountainous areas and areas with especially difficult socio-economic conditions.
The Ministry of Education and Training has also issued a Circular guiding job positions, staff structure according to professional titles and the number of employees in public preschools, general education institutions and public specialized schools. The notable new point of this Circular is that the job positions of teaching, library, laboratory equipment, and support for education of people with disabilities are adjusted from the group of job positions associated with support and service work to the group of job positions with specialized professional titles.
Medical job positions are transferred to the group of support and service job positions; information technology job positions are replaced by office administration job positions; a student counseling job position is added; "educational affairs" job positions are also identified at primary and secondary school levels instead of only at high school and specialized schools; at the same time, regulations on dividing regions to calculate teacher quotas in general education institutions.
By the end of the 2023-2024 school year, the total number of preschool and general education teachers will be 1,251,377 (an increase of 17,253 teachers compared to the 2022-2023 school year) and 99,412 managers of preschool and general education facilities. (reduce 723 management staff compared to the 2022-2023 school year).
During the same period, the rate of teachers and managers of preschool education institutions meeting the training standards according to the 2019 Education Law was 89.3%; primary school was 89.9%; junior high school was 93.8%; high school was 99.9%.
Compared to the 2022-2023 school year, the rate of teachers meeting the standards according to the 2019 Education Law at preschool level increased by 1.9%; primary level increased by 5.5%; and secondary level increased by 2.9%.
