The 2026 high school graduation exam will remain stable as in 2025 with some adjustments to ensure compliance with the two-level local government management model and the arrangement of provincial-level administrative units.

At the conference to summarize the organization of the 2025 high school graduation exam and prepare for the 2026 high school graduation exam in Ho Chi Minh City yesterday afternoon, September 26, the Ministry of Education and Training announced some new expected points. In particular, the 2026 high school graduation exam is expected to take place in 2 days, June 11-12.

NEW POINTS TO NOTE IN THE 2026 HIGH SCHOOL GRADUATION EXAM

Deputy Minister of Education and Training Pham Ngoc Thuong said that the 2026 graduation exam will basically remain stable as in 2025, but it is necessary to carry out a number of tasks: amend and supplement regulations and announce them early so that localities can be proactive; continue to improve and upgrade software; add questions to the question bank; build and strengthen the question-making team; and issue a plan to organize the exam.

First, the Ministry of Education and Training revised regulations related to inspection and testing in high school graduation exams to ensure compliance with the transfer of education inspection departments at all levels to the Government Inspectorate and Provincial Inspectorate.

Adjust some regulations and procedures for organizing the exam to ensure more suitability and convenience for units in the context of restructuring provincial administrative units such as: Exam registration files are only stored at high schools; Integrate exam notices and exam cards into one type called "Exam Notice" and issued by the high school where the candidate submits the exam registration file; Integrate the Temporary Graduation Certificate and the Exam Results Certificate into "Exam Results Certificate" and issued by the high school where the candidate submits the exam registration file.

Reduce the time for receiving appeal applications to announce appeal results sooner, while facilitating the admission work of universities and vocational training institutions.

Adjust the review scoring process to increase efficiency and quality. Accordingly, it is stipulated that all papers with changed scores during the review process must be discussed.

Continue to strengthen the application of information technology in exam organization, including optimizing data transmission between exam councils and the Ministry of Education and Training through the exam management system to reduce manual work (sending CDs by post ) and contributing to increasing processing speed.

Deputy Minister Pham Ngoc Thuong suggested that from the beginning of the school year, the Departments of Education and Training should strengthen regular teaching and learning, pay close attention to grade 12 students, and focus on regular teaching and learning to ensure quality while reducing pressure during the exam preparation period. Periodic testing and assessment must be linked to final exams, including the arrangement of exam subjects and exam rooms, and pay special attention to average and weak students and students who need additional support.

TEST ON COMPUTER FOR ABOUT 100,000 CANDIDATES

At the conference, Prof. Dr. Huynh Van Chuong, Director of the Department of Quality Management, Ministry of Education and Training, informed about the preparation process for organizing the exam on computer. In September this year, the Ministry of Education and Training established a Steering Committee and a Drafting Committee to develop a Project to organize the high school graduation exam on computer to submit to the Prime Minister for approval.

Specifically, according to Mr. Chuong, from October 2025 to March 2026, the project to organize the High School Graduation Exam on computers will be implemented.

Then, in April - May 2026, the Ministry will organize a test of computer-based exam questions with a scale of about 100,000 candidates; this test is also part of the process of building a question bank. The test also serves to prepare for computer-based exams on a large scale.

In July 2026, submit to the Government for consideration and promulgation a Project on organizing high school graduation exams on computers. In August 2026, review facilities and necessary conditions nationwide to have a roadmap for implementing computer-based exams.

October - December 2026, promulgate procedures and regulations for computer-based testing. Localities will arrange a number of locations to pilot computer-based testing in 2027 and prepare to invest in facilities for these testing locations.

The phase of testing exam questions at locations planned to organize computer-based exams; organizing large-scale testing of exam questions according to the process of building an exam question bank will be carried out from April to May 2027.

By June 2027, the Ministry of Education and Training will organize high school graduation exams on computers at qualified locations and organize high school graduation exams on paper at other locations.

SOON PROMULGATING REGULATIONS ON COMPUTER-BASED EXAM

After the merger, from 2026, Ho Chi Minh City will be the locality with the largest number of TS in the country.

Attending the conference yesterday afternoon, Mr. Nguyen Van Phong, Deputy Director of the Department of Education and Training of Ho Chi Minh City, proposed to continue applying the current question delivery mechanism to ensure security and transmission speed. At the same time, it is necessary to study and add online management, warning and confirmation features to ensure smooth and timely communication between the Ministry of Education and Training, the Department of Education and Training and the testing sites, helping to minimize risks in the coordination process.

At the same time, Mr. Phong suggested to reasonably adjust the time for distributing test papers between the selected subjects. Increase the time for distributing test papers to reduce pressure on the invigilators, ensure the counting and handover process is carried out accurately, and minimize errors that may affect the test-taking time of the candidates.

It is necessary to upgrade the information technology infrastructure serving the exam, specifically investing in comprehensively upgrading the server system and exam scoring software to increase processing speed, ensuring absolute safety for exam data and scoring results. At the same time, it is necessary to build a specialized support mechanism for large cities and localities with a large number of exam scores, especially in the current context of administrative boundary mergers that cause the number of exam scores to increase rapidly. This investment and support not only helps maintain the stability and transparency of the exam but also creates a solid technological foundation for exams in the following years.

To best prepare for the computer-based graduation exam, Mr. Phong suggested that the Ministry of Education and Training soon issue a document regulating the high school graduation exam using the form of a computer-based exam, creating conditions for localities to proactively plan and invest in facilities, information technology equipment and network infrastructure, especially in areas where school conditions are uneven.

High School Graduation Exam 2025: No province or city has "no good scores"

The 2025 high school graduation exam has 1,165,289 candidates registered to take the exam, the largest number ever, and takes place in the context of local government shifting from 3 levels to 2 levels, exam organization is still in 63 provinces and cities but the exam marking stage is still in 34 provinces and cities.

This is also the first time the exam is organized according to the 2+2 plan, candidates must take 2 compulsory subjects: literature and math, and 2 elective subjects from the remaining 9 subjects, suitable for career orientation in high school and creating many advantages for students.

According to Deputy Minister of Education and Training Pham Ngoc Thuong, the exam results reflect the quality of teaching and learning in schools relatively accurately. The average scores of subjects are generally higher than in 2024, with a wide range of scores and good differentiation, supporting universities in enrollment. The percentage of candidates with above-average scores in many subjects is over 70%, even over 80%. Notably, all localities have candidates with high scores, no province or city has "no good scores", demonstrating more uniformity in the quality of education.
