
Although many encouraging results have been achieved when the number of new party members has reached the target set by the District Party Congress Resolution and the target assigned by the province every year, the Nam Po District Party Committee still objectively recognizes that the development of local party members still faces many challenges. Especially the imbalance in rural areas with agencies, units, schools, medical stations... According to statistics, out of the total of nearly 400 party members admitted from 2022 to present, only more than 20% of new party members are in rural areas.
Mr. Tran Dinh Nhuan, Head of the Organizing Committee of Nam Po District Party Committee, said: There are many reasons that directly affect the above situation, but mainly because people's awareness is still limited and their motivation to strive to join the Party has not been determined. Meanwhile, the number of young people of working age who are qualified to be recruited and trained to join the Party is not much, because after graduating from high school, some continue to strive to study at universities, colleges, go to vocational schools or go to work far away. Therefore, for many years, the source of developing young party members in communes in the district has still relied mainly on the youth force in the administrative and career units.
The difficulty in developing party members is not limited to Nam Po district, but is also a common situation in the mountainous communes and villages in the province. According to the assessment of the Party Committees at all levels in rural areas, most of the youth force with professional training have left the locality, making it difficult to monitor and help. Meanwhile, those who actively participate in mass organization activities are mostly old and do not meet the requirements in terms of qualifications and capacity. The number of youth living in residential areas with limited qualifications and capacity, lacking the will to strive, afraid to participate in mass organization activities or not interested in propaganda and mobilization, so it is difficult to nurture them into elite masses and introduce them to the Party.
Mr. Bui Van Hung, Deputy Head of the Organizing Committee of Dien Bien Dong District Party Committee, shared: With nearly 4,000 young workers working outside the province, the largest in the province (accounting for about 10% of the working-age population of the district), creating sources for Party development in Dien Bien Dong is even more difficult. In that situation, the District Party Committee has assigned leaders in charge of Party committees of communes to have specific plans, regularly urge and remind commune Party committees to focus on leading and directing people to promote the potential and advantages of the locality to develop the economy , creating motivation for young people to establish themselves and start a business right in their hometown. In addition, Party committees at all levels must assign targets for creating sources, requesting Party cells to review subjects, assign Party members and Party committee members in charge of the masses. All affiliated Party committees take Party membership admission as a criterion to evaluate the quality of Party cell organizations every year. In addition, Party committees and Party organizations must assign Party members in charge of their areas to attend meetings with grassroots Party cells, promptly grasp and resolve difficulties and obstacles in the work of developing Party members; guide grassroots Party cells to compile statistics, review and make lists of outstanding masses to have plans to train and create sources for developing Party members.
Although clearly identifying the challenges and barriers in developing party members in rural areas, with the goal of constantly improving the leadership capacity and fighting strength of party organizations and party members, in recent times, party committees at all levels have proposed many solutions suitable for each stage. Recently, on June 9, 2023, the Provincial Party Standing Committee issued Project No. 09-DA/TU on developing party organizations and party members, contributing to building and consolidating the political system in extremely disadvantaged communes and border communes of Dien Bien province, for the period of 2023 - 2025, with a vision to 2030. Along with that, party committees at all levels have been promoting the strength of the entire political system, promoting propaganda and extensive education on the role and significance of party development work, the glorious tradition of the Party to arouse pride and a sense of striving for union members, association members and people; In which, promoting the vanguard and exemplary role of each cadre and party member so that people can see the true role of party members and party organizations in the community, thereby soon striving to become members of the Communist Party of Vietnam.
