The shortage of officials is quite common in communes in difficult areas, especially in the following fields: land administration, accounting, education, health, justice, information technology... greatly affecting the direction, administration, and implementation of tasks in localities.

As of July 1, Trung Son commune was temporarily assigned 40 positions, but in reality, there were 36 positions left; the Party - Mass Organization bloc had 18 positions and the government bloc had 18 positions. Comrade Nguyen Thi Minh Nguyet, Chairman of the People's Committee of the commune, said: Trung Son is a commune in a difficult area of ​​the province, the population is mostly Muong, Mong, Dao. Recently, 4 cadres have resigned, so up to now, the commune only has 32 cadres, including 16 cadres of the Party - Mass Organization bloc and 16 cadres of the government bloc. Trung Son commune did not carry out the merger, the area and population size remained the same, but the tasks of the current commune-level government have increased a lot compared to before, so the current number of cadres cannot meet the work requirements.

Along with Trung Son, another particularly difficult commune in the province, Kha Cuu commune, is also seriously lacking in staff. Kha Cuu commune was established on the basis of merging 3 communes Dong Cuu, Thuong Cuu, Kha Cuu with a population of 12,338 people. Concerned about staff work, comrade Kieu Duc Manh, Chairman of the Commune People's Committee, said: At the time of merger on July 1, Kha Cuu commune had 44 staff. However, after only 2 months of operation, due to difficult traffic, work pressure due to lack of staff... 10 staff have applied for resignation. Kha Cuu commune has only 34 staff left; the Commune Public Administration Service Center has 1 staff left. Currently, the commune does not have cadastral, education , health, civil justice officers... The public service center has been established but does not have officers, so the commune is having to arrange a comrade from the government sector to be the deputy director in charge, and increase a comrade from the school accounting to concurrently work as the center's accountant. The lack of officers greatly affects the commune's operations, especially after the merger of large areas with high population density. The commune has sent an official dispatch to the Department of Home Affairs proposing to add 31 officers, especially officers of local specialties that are currently unavailable.

The shortage of staff is also happening in the disadvantaged communes of the old Hoa Binh area, especially the government staff. Quy Duc commune was established on the basis of merging 4 communes: Trung Thanh, Doan Ket, Yen Hoa and Dong Ruong; population is nearly 9,400 people, natural area is 147 km2. The area is large but currently, the commune government has only 30 positions, lacking civil servants in the fields of planning, construction, transportation, science, information, health. In addition, the commune is also lacking many support group positions, serving as accountants, clerks, drivers, security guards... The 2 main departments of the commune People's Committee, the Economic Department and the Cultural Department, have not had a deputy head of department for more than 2 months, and are currently in the process of appointment.

Another difficult commune in the old Hoa Binh area that is also seriously lacking in staff is Tien Phong commune. Tien Phong commune's government was temporarily assigned 38 positions, but at present there are only 31 positions left, 7 cadres have resigned according to Decree 178, most of whom are young cadres, and have quit their jobs. Comrade Hoang Van Du, Head of the Economic Department, Tien Phong commune, said: The Economic Department was assigned 7 positions, but since September 1, 2 cadres have resigned, leaving only 5 cadres. With the current large number of tasks, the Economic Department needs 8-10 positions. The new area, the commune is large, there is a lot of work to do but there is a lack of cadres, implementing the work is really difficult, the cadres are overloaded.

In fact, it is known that in Tien Phong commune, due to lack of office space, the staff of the Department of Culture and the Department of Economics are having to work in the old classroom of Vay Nua Ethnic Minority Primary and Secondary School. The room is narrow, the old peeling walls are temporarily covered with thin plastic sheets. Without a public house, the staff have to go to work in the morning and return home in the evening on an unfinished road of more than 20 km. Traveling is too difficult, dangerous, the work is stressful... are the main reasons why the staff of Tien Phong commune resigned after 2 months of merger.

There are many reasons why cadres in disadvantaged communes in the province have submitted their resignations in the past two months, however, increasing the number of cadres at this time is urgent to stabilize the operations of the grassroots government. Along with that, preferential policies need to be implemented soon; the traffic system and infrastructure need to be invested in and completed... so that the team of cadres and civil servants with professional qualifications can feel secure in their attachment, dedication and efforts to help disadvantaged areas rise out of poverty, narrow the gap with favorable areas, contributing to building Phu Tho province to develop quickly and sustainably.
