Can Tho continues to postpone teacher promotion review after 5 years of suspension

Since the 2020-2021 school year, Can Tho City (old) has temporarily suspended teacher promotion due to the constant changes in relevant documents. After the province merger, Can Tho City has continued to postpone due to other difficulties.

On August 1, the Department of Home Affairs of Can Tho City sent a document to the Department of Education and Training of Can Tho City regarding the request for approval to organize the review of promotion of professional titles of teachers in 2025.

This is a major policy of the industry, aiming to motivate teachers to strive and stick with the profession for a long time. However, for many reasons, Can Tho City (old) has stopped organizing teacher promotion exams since the 2020-2021 school year.

After the province merger, Can Tho City continues to postpone the consideration of promoting teachers' professional titles.

According to the reply, the Department of Home Affairs of Can Tho City requested the Department of Education and Training to continue not to organize the review of promotion of professional titles from level 3 to level 2 for public preschool and primary school teachers. The reason is that after the merger and establishment of the new Can Tho City, the Department of Home Affairs found that the regulations on decentralization of management of cadres, civil servants and public employees of the People's Committees of Soc Trang (old) province, Hau Giang (old) and Can Tho City (old) were not consistent with each other.

Specifically, for civil servants under its management, Soc Trang (old) decentralizes to departments, branches, sectors, and public service units under the Provincial People's Committee to organize promotion consideration from grade 2 and below. Can Can Tho City (old) decentralizes to departments and other administrative organizations under the City People's Committee to organize promotion consideration from grade 3 and below. Hau Giang (old) decentralizes to departments, branches, sectors, and public service units under the Provincial People's Committee to organize promotion consideration to grade 1 with salary classification A2 and from grade 2 and below.

Meanwhile, at present, the competent authority has no policy on temporarily allowing the application of regulations on decentralization of management of cadres, civil servants and public employees of any (old) provincial-level administrative unit as a basis for implementing the management of cadres, civil servants and public employees of the People's Committee of Can Tho City (new).

From the 2020-2021 school year, Can Tho City (old) has not organized teacher promotion exams.

Previously, Mr. Nguyen Phuc Tang, Deputy Director of the Department of Education and Training of Can Tho, said that from the 2020-2021 school year, the department would stop organizing the promotion of teachers' professional titles. In addition to the impact of the Covid-19 pandemic, the cause also comes from the continuous changes in documents related to regulations on standards and conditions for considering promotion of teachers' professional titles and recruitment, use and management of civil servants.

Accordingly, in February 2021, the Ministry of Education and Training issued 4 circulars (from 01 to 04) regulating the codes and standards of professional titles of teachers. In November of the same year, the Ministry issued Circular 34 guiding the examination or promotion.

About a year later, the Ministry of Education and Training continued to seek opinions on amendments and in April 2023, issued Circular 08 to amend the above 4 circulars. The principles for organizing exams and considering promotion of professional titles for teachers are implemented according to Decree 115/2020 of the Government. However, in December 2023, the Government issued Decree 85 on amending and supplementing a number of articles of Decree 115/2020.

In early 2024, the Department of Home Affairs sent a dispatch requesting the Department of Education and Training to consult with the Ministry of Education and Training. In October of the same year, the Ministry issued Circular 13 to replace Circular 34 on regulations on standards and conditions for considering promotion of professional titles of preschool teachers, public primary and secondary school teachers and university preparatory teachers.

When Circular 13 took effect, the Department of Education and Training of Can Tho City (old) reviewed the needs for teachers' promotion and drafted a teacher promotion project to send to the Department of Home Affairs for review. The promotion is expected to be held after Can Tho City completes the arrangement of provincial and commune-level administrative units to ensure the rights of teachers.

However, with the above problem, teachers have to continue waiting for teacher promotion consideration.
