Warning about the trick of impersonating social insurance agencies to defraud people

Recently, Vietnam Social Security has issued many warnings about the social security agency's tricks of impersonating people to defraud and profit from people.

Social insurance facilities continue to receive complaints from people and workers about some subjects claiming to be social insurance officers calling to request the implementation of administrative procedures on social insurance, health insurance, unemployment insurance...

According to records, subjects impersonating social insurance agencies often focus on targeting people participating in social insurance, health insurance and pensioners. The tricks used by these subjects include: calling, texting, sending strange links, QR codes... to people to request personal information such as: Citizen ID number; social insurance code; bank account number... The impersonators explain that the information is provided to serve the integration of social insurance books, electronic health insurance cards; integrating health insurance data with citizen ID to go to health insurance for medical examination and treatment; updating the VssID application - Social insurance number...

Recently, on September 16, 2025, Con Lon Commune Police (Tuyen Quang Province) received a crime report from Mr. K., Na Nua Village, Con Lon Commune, reporting the following information: At about 9:00 a.m. on September 15, 2025, Mr. K. received a call from a strange phone number, introducing himself as working at the Department of Culture - Society, People's Committee of Con Lon Commune, asking Mr. K. to contact a person named Tuan working at the Social Insurance of Na Hang District (old) to change information on the pension book due to changes in administrative boundaries at the commune level. After that, Mr. K. contacted the provided phone number. This person introduced himself as Tuan, an insurance employee of Na Hang District (old) who was directly in charge of changing Mr. K.'s information on the electronic pension book. This person instructed Mr. K. to log into his bank account via the QR code provided by the subject. By 11pm the same day, Mr. K. discovered that the money in his bank account had been transferred to another account with account number 0325768727 ( VPBANK ) with the amount of 1,130 billion VND. The case is currently being investigated and handled by the police in coordination with relevant agencies.

Vietnam Social Security affirms: The behavior of the above subjects is a trick of impersonating Social Security agency staff to defraud and appropriate people's assets.

The Social Insurance Agency does not have a policy of calling or texting to request participants and beneficiaries of social insurance and health insurance policies to provide or update personal information and bank accounts... to carry out procedures related to social insurance and health insurance.

Vietnam Social Security continues to recommend people:

Always be vigilant, do not provide information and follow the instructions of people calling claiming to be from the Social Insurance agency to request procedures related to Social Insurance and Health Insurance.

When there is a need to adjust personal information, participants and beneficiaries of social insurance and health insurance policies are requested to directly contact the social insurance agency; call the switchboard 1900.9068 for support; or do so on:

- National Public Service Portal.

- Vietnam Social Security Public Service Portal.

- VssID application - Social insurance number.

(Transactions and interactions between people and the Social Security agency through the above official channels are free of charge).

Regularly update information on social insurance and health insurance policies through official channels of social insurance agencies; warnings from competent authorities about methods and tricks of fraud on current mass media. When detecting signs of fraud, people need to immediately notify the police or the nearest social insurance agency for timely handling.
