According to the report of Dien Bien Phu City People's Committee, up to now, the completed volume of Thanh Binh Bridge project is 73/87 billion VND, reaching 84% of the contract value. The remaining unconstructed items: Median strip; decorative arch system, railing; road surface structure, sidewalk structure, curb; stairs; stainless steel railing; bridge architectural lighting. Cumulative disbursement of capital is 36,985 billion VND. The main difficulties and obstacles in the current construction implementation are that the allocated capital has not met the requirements of project progress; site clearance for Mr. Le Van Thuy's household (Thanh Binh ward); design adjustment according to the adjusted architectural plan; plan to underground the 22kV power line running across the bridge.
After inspecting the construction site and listening to reports from relevant units, Chairman of the Provincial People's Committee Le Thanh Do requested the People's Committee of Dien Bien Phu City to strive to complete the Thanh Binh Bridge project by early October 2023. To ensure progress, Dien Bien Power Company is requested to report to the Northern Power Corporation and Vietnam Electricity Group for permission to carry out the project of burying the 22kV power line across the bridge; Dien Bien Phu City People's Committee provides a technical trench system for the Power Company to study the project implementation plan. The City People's Committee urges telecommunications units to soon complete the telecommunications line across Thanh Binh Bridge.
Regarding the railing system and architecture of the bridge, which have been approved by the Provincial Party Committee Standing Committee, the City People's Committee is requested to closely coordinate with the contractor to organize the implementation according to the agreed construction plan. For now, the contractor will construct a section of railing first, compare it with the original design drawings to complete the adjustments. During the construction of this item, the investor will coordinate with the contractor to handle any problems that arise. The contractor will continue to construct the bridge approach and bridge deck items according to the project schedule. Regarding the project's budget, the Department of Finance is requested to study the proposal of the People's Committee of Dien Bien Phu City and, based on the province's budget capacity, advise the Provincial People's Committee on the budget allocation plan to ensure project construction. Regarding the site clearance plan, the Provincial People's Committee has agreed on the resettlement arrangement plan. The People's Committee of Dien Bien Phu City will continue to propagate, mobilize and implement site clearance and resettlement land allocation in accordance with the provisions of law.
