Reporter: Mr. Permanent Deputy Minister Pham Ngoc Thuong, up to now, how is the exam marking work being implemented by the Ministry of Education and Training and localities? In the context that some localities have just merged, and the two-level local government has officially operated, are there any points that need special attention in the exam marking work?
Permanent Deputy Minister Pham Ngoc Thuong : The high school graduation exam is organized according to the 3-level local government model; and when organizing the exam marking, it is implemented according to the 2-level local government model. Some provinces and cities have merged administrative units. Therefore, the Ministry of Education and Training has organized inspection teams, focusing mainly on the exam marking work in the newly merged localities to promptly grasp the situation and resolve arising difficulties.
According to regulations, the Chairman of the People's Committee of provinces and cities is fully responsible for organizing the exam in the area (invigilation, marking, inspection, checking, etc.). Through information gathering and direct inspection, the provinces have promptly completed the Steering Committee and the Exam Marking Committee to carry out the exam marking work according to plan.
The "transition of status" is smooth thanks to the initiative of the provinces and cities and the timely guidance of the Ministry of Education and Training. For the merged provinces, we request implementation according to the instructions in Official Dispatch No. 2999/BGDĐT-QLCL dated June 13, 2025 of the Ministry of Education and Training. Therefore, the conversion of the management model requires provinces, especially the merged localities, to proactively adapt and operate flexibly. Localities continue to report specifically on the transition process, clearly stating the difficulties and problems, including in professional content such as marking instructions, exam regulations... so that the Ministry of Education and Training can promptly answer and support.
Marking for real results, ensuring candidates' rights
Reporter: Dear Deputy Minister, with the Literature exam being built in an open format, what instructions and guidance has the Ministry of Education and Training given so that the exam boards can properly assess students' abilities and recognize their creativity?
Permanent Deputy Minister Pham Ngoc Thuong : For the Literature subject, for many years the exam questions have often had many open-ended social discussion questions. However, this year, the Literature exam questions do not take any material from the textbooks, it can be said that this is a completely open-ended question.
Open questions or open instructions are not unfamiliar to teachers and students. However, since all questions are open, the Ministry of Education and Training's marking instructions are also open marking instructions to ensure accurate assessment of students' abilities and even marking. These instructions have been sent to the marking councils for research, discussion, completion and agreement on answers as well as marking criteria.
The rate of trial and general marking is carried out to ensure consistency and evenness among the examiners. In particular, the checking marking work is carried out on at least 5% of the number of essay papers that have been marked before. The Ministry of Education and Training also noted that during the marking process, if there are unusual phenomena such as too many papers with scores that are too high or too low, the councils need to review and reconsider to ensure fairness and the rights of candidates.
In the marking instructions, open instructions allow recognition of the creativity, initiative, and independent thinking of candidates. However, the test must meet the output standards and criteria of the general education program as well as the issued marking instructions. With open questions, students have more opportunities to promote their initiative, creativity, and clearly express their thinking and opinions not only in doing the test but also in the learning process and other forms of assessment.
Reporter: Along with Literature, public opinion is also particularly concerned about the difficulty of some multiple-choice subjects such as Math and English. Could the Deputy Minister share more about the marking of these two subjects, as well as the marking of multiple-choice subjects in general?
Permanent Deputy Minister Pham Ngoc Thuong : First of all, multiple-choice exams are all graded by machine, thereby ensuring more objectivity and accuracy in the grading process.
For subjects that are of particular concern to the public regarding their difficulty level, such as Math and English, the Ministry of Education and Training has been, is and will continue to listen. After the exam is over and all data is available, the Ministry of Education and Training will make a comprehensive assessment.

Particularly for subjects that are of particular concern to the public regarding their difficulty level, such as Mathematics and English, the Ministry of Education and Training has been, is and will continue to listen. After the exam ends and there is full data, the Ministry of Education and Training will comprehensively evaluate the advantages, achievements, and the overall 2018 General Education Program; at the same time, review and learn from the limitations in organizing this year's exam, thereby having a basis for better adjustment and improvement for the following years.
The general goal is to aim for the real results of the candidates, ensuring the legitimate rights of the candidates in this exam.
Reporter: Deputy Minister, with the progress of marking exams in 34 provinces and cities across the country as you shared, is the announcement of exam results to candidates taking place according to the expected plan?
Permanent Deputy Minister Pham Ngoc Thuong : Up to now, through the direction, monitoring of the situation and direct inspection at localities, the exam marking work at the councils is being implemented on schedule and according to regulations.
The Ministry of Education and Training reminds councils not to push the progress too hard, leading to unnecessary mistakes, and not to grade too quickly, which can easily lead to mistakes, missed papers or missed ideas during the grading process. The highest goal is to ensure both the planned progress and the quality of the grading work, to evaluate the substance correctly and objectively, and to fully record the test results of the candidates.
It is expected that at 8:00 a.m. on July 16, the Ministry of Education and Training will announce the high school graduation exam scores nationwide.
