Nghi Lien Urban Area Project is implemented in Nghi Lien Commune, Vinh City with a total investment of more than 6,290 billion VND, on an area of more than 103.6 hectares, and has just been approved for investment policy.
Nghe An Provincial People 's Committee has just issued Decision No. 19/QD-UBND on approving the investment policy of Nghi Lien Urban Area Project in Nghi Lien Commune, Vinh City.

Accordingly, the project's objective is to concretize the detailed planning at a scale of 1/500 of Nghi Lien Urban Area approved by Vinh City People's Committee in Decision No. 2268/QD-UBND dated June 29, 2023. In addition, completing infrastructure, establishing a new, quality, energy-saving living environment, according to the criteria for sustainable development of the northern gateway area of the city; harmoniously connecting landscape architecture and technical infrastructure systems of neighboring functional areas.
Specifically, the Nghi Lien Urban Area Project in Nghi Lien Commune, Vinh City has a land use area of more than 103.6 hectares, of which, adjacent housing land is more than 18.7 hectares (including 569 lots); villa land is 3.1 hectares (58 lots); social housing land is 7.09 hectares; resettlement land is more than 1.03 hectares; mixed-use apartment land is more than 5.99 hectares... The population size is about 10,650 people.
Preliminary calculation of total project implementation cost is more than 6,290.4 billion VND, of which project construction investment cost is more than 5,402.5 billion VND; compensation and resettlement support cost is more than 401.7 billion VND; interest cost during construction period is more than 486.2 billion VND.
Project implementation progress within 10 years, from the date of land allocation decision, land lease decision, land use conversion decision or land handover and meeting the conditions for commencement of construction according to the provisions of law. Management and supervision of progress and activities of people on land lots with land use rights transferred in the form of subdividing and selling land plots to people for self-construction of houses are carried out according to the provisions of current law.
The project's operating period shall not exceed 50 years from the date the investor is granted land allocation, land lease, or land use purpose conversion. The form of investor selection is bidding according to the provisions of the law on bidding.
