Latest direction of Ho Chi Minh City People's Committee on Apax Leaders' failure to refund tuition fees

The leaders of Apax Leaders English Center informed parents in Ho Chi Minh City about the tuition refund schedule in April 2023, but to date, parents have not yet received the money they paid.

On February 1, regarding the case of Apax Leaders English Center repeatedly breaking its promises and up to now not refunding tuition fees to parents, the Office of the Ho Chi Minh City People's Committee announced the conclusion of Vice Chairman of the Ho Chi Minh City People's Committee Duong Anh Duc after the Ho Chi Minh City Department of Education and Training reported on the contents related to the activities of non-public educational institutions.

Accordingly, the Ho Chi Minh City People's Committee requested departments and branches to coordinate to resolve the incident, develop scenarios and plans to release information to society.

Specifically, on January 17, Vice Chairman of the Ho Chi Minh City People's Committee Duong Anh Duc chaired a meeting to listen to the Department of Education and Training report on some contents on non-public educational institutions. Attending the meeting were representatives of leaders of some departments, branches and People's Committees of districts.

At the meeting, after listening to the report of the Department of Education and Training of Ho Chi Minh City and the comments, Vice Chairman of the People's Committee of Ho Chi Minh City Duong Anh Duc directed the Department of Education and Training to coordinate with relevant units to organize a meeting with the leaders of Apax Leaders English Center.

The working content revolved around requesting Apax Leaders English Center to fulfill its commitments, provide solutions to correct violations and take responsibility for learners, individuals and related organizations; and ensure compliance with legal regulations.

In addition, the Ho Chi Minh City leaders also assigned the Department of Education and Training to coordinate with the Department of Planning and Investment, the Tax Department, the City Social Insurance and related units to assess the conditions for continued operation of Apax Leaders.

The Department of Education and Training is responsible for synthesizing information, advising on solutions, proposing coordination between departments, branches, districts and functional agencies to completely resolve the case, and reporting to the Ho Chi Minh City People's Committee before February 10.

In addition, to strengthen the management of non-public educational institutions, the Ho Chi Minh City People's Committee directed the Department of Education and Training to conduct propaganda to raise people's awareness and precautions when using services provided by non-public educational institutions.

The Department of Education and Training continues to review inappropriate regulations in the management of non-public educational institutions, and advises the People's Committee or competent authorities to consider and decide. At the same time, urgently advises on coordination regulations between departments, branches, districts and counties in the state management of education for non-public educational institutions. Advises on building a network of specialized staff to strengthen the management of the operation of non-public educational institutions.

Also following the direction of Vice Chairman of the Ho Chi Minh City People's Committee Duong Anh Duc, the Ho Chi Minh City Police Department directed local police to support the enhancement of security and order at locations at risk of insecurity and order related to the incident at Apax Leaders English Center. Assess the purpose and motive of individuals and organizations that intentionally disrupt security and order and take appropriate measures. If necessary, the police agency will report to the Ho Chi Minh City People's Committee for timely consideration and direction.
