On February 5, the Government issued Resolution No. 25 on growth targets for industries, sectors and localities to ensure the national growth target in 2025 reaches 8% or more.

To successfully achieve the national growth target of 8% or more in 2025, creating a solid foundation for achieving double-digit growth in the 2026-2030 period, the Government requests ministers, heads of ministerial-level agencies, and agencies under the Government to be assigned to monitor and evaluate the indicators in this resolution.

The Government also requested the Chairmen of the People's Committees of provinces and centrally-run cities to closely monitor and grasp the situation, coordinate closely, and synchronously, comprehensively, and effectively implement the tasks and solutions set out in all fields.

At the same time, promote the spirit of solidarity and unity in direction and management; have innovative and breakthrough thinking, high determination, great efforts, drastic actions, timely, flexible and effective implementation, successfully complete the goals and growth targets of sectors, fields and local GRDP growth according to the targets of this resolution.

Localities urgently develop growth scenarios for industries and sectors on a monthly and quarterly basis. Regarding the GRDP growth target, direct specialized agencies to closely coordinate with statistical agencies, based on the published GRDP data for 2024, to review and develop GRDP growth scenarios.

Ministries, branches and localities send growth scenarios to the Ministry of Planning and Investment in February for synthesis and monitoring.

The Government also noted that localities should proactively carry out tasks and solutions within their authority and research and propose specific mechanisms, policies, tasks and solutions in cases exceeding their authority, and send them to the Ministry of Planning and Investment for synthesis and reporting to the Government and the Prime Minister to promptly remove difficulties and obstacles.

Along with that, monthly and quarterly reports on implementation status, updated growth scenarios (if any) and recommendations and proposed solutions to achieve growth targets, sent to the Ministry of Planning and Investment before the 25th of each month.

People's Committees of provinces and cities urgently direct research and review of new resources, driving forces, capacities for growth and implementation solutions, and report to People's Councils at the same level in February to adjust local GRDP growth targets according to this resolution.
