On the evening of September 17, the Chairman of the Provincial People's Committee issued Official Dispatch No. 21 to the Commander of the Provincial Military Command, Director of the Provincial Police, Commander of the Provincial Border Guard Command, Directors of provincial departments, branches, sectors, units, Chairmen of the People's Committees of districts, towns, cities, Director of the Provincial Hydrometeorological Station, Director of Thanh Hoa Maritime Port Authority and related units on proactively responding to the tropical depression that is likely to strengthen into a storm.
According to the bulletin from the National Center for Hydro-Meteorological Forecasting, this morning (September 17, 2024), the tropical depression (TLD) passed Ludong Island (Philippines) and entered the East Sea; at 1:00 p.m., the center of the TLD was at about 16.8 degrees North latitude, 119.0 degrees East longitude, about 820km east of Hoang Sa archipelago, the strongest wind near the center of the TLD was level 7, gusting to level 9.
It is forecasted that in the next 24 hours, the tropical depression will move in the West-Southwest direction at a speed of about 20-25km/h, towards the Hoang Sa archipelago and is likely to strengthen into a storm; the storm can directly affect the sea and mainland of our country, causing strong gusts of wind and heavy rain in the Central Central and North Central regions in the coming days.
Implementing the Prime Minister's Official Dispatch No. 97/CD-TTg dated September 17, 2024; to proactively respond to natural disasters, the Chairman of the Provincial People's Committee requests the Commander of the Provincial Military Command, Director of the Provincial Police, Commander of the Provincial Border Guard Command, Directors of provincial departments, branches, sectors, units, Chairmen of the People's Committees of districts, towns, cities, Director of the Provincial Hydrometeorological Station, Director of Thanh Hoa Maritime Port Authority and related units according to their assigned functions and tasks, to organize monitoring, regularly and continuously updating information on the developments of natural disasters/storms, floods and rains to proactively direct the implementation of response work in accordance with the developments of natural disasters according to the motto "four on-the-spot", not to be passive or surprised in order to minimize the damage that may be caused by natural disasters; at the same time, direct the good implementation of a number of key tasks. Chairmen of People's Committees of districts, towns and cities focus on immediately implementing measures to ensure safety for ships, vehicles and activities at sea and along the coast; proactively inform and guide ships and vehicles still operating at sea to not enter or exit dangerous areas or to return to safe shelters.
Review and complete response scenarios for natural disasters/storms, heavy rain, floods, landslides, flash floods, focusing on ensuring life safety and limiting damage to people's and State's property.
Proactively arrange forces, materials, and means, especially in key and vulnerable areas, to be ready to respond to natural disasters/storms, heavy rains, floods, landslides, flash floods, and rescue when required.
The Department of Agriculture and Rural Development closely monitors the situation of tropical depressions/storms; coordinates with relevant units to proactively and effectively direct the implementation of work to ensure the safety of dykes, dams, irrigation works, operate irrigation reservoirs, harvest crops for the Autumn-Winter crop, protect agricultural production and aquaculture, exploit aquatic and seafood products; promptly reports and proposes to the Chairman of the Provincial People's Committee on matters beyond its authority.
The Provincial Military Command, the Provincial Border Guard Command, and the Provincial Police, according to their assigned functions and tasks, direct the review of response plans, proactively organize and deploy forces and means to be ready to support localities in responding to natural disasters and in search and rescue.
The Department of Transport shall preside over and coordinate with the Thanh Hoa Maritime Port Authority and relevant units to proactively provide information, guidance, and ensure safety for transport ships and tourist boats; be ready to deploy forces and means to participate in disaster prevention and control work.
The Department of Industry and Trade presides over and coordinates with localities and relevant units to direct the work of ensuring safety for industrial production, power systems, and hydroelectric reservoirs.
The Provincial Hydrometeorological Station closely monitors the development of natural disasters, especially tropical depressions/storms; forecasts, warns, and promptly informs relevant agencies and people to proactively deploy response measures.
Thanh Hoa Radio and Television Station, Thanh Hoa Newspaper, Thanh Hoa Coastal Information Station strengthen information and communication on the developments of tropical depressions/storms and response direction.
Organize on-duty seriously, regularly report the situation to the Standing Office of the Provincial Command for Natural Disaster Prevention and Control and the Standing Office of the Provincial Command for Civil Defense, Incident Response, Natural Disasters and Search and Rescue for synthesis according to regulations.
