President Luong Cuong receives Chairman of the Russian State Duma

On September 29, at the Presidential Palace, President Luong Cuong received Chairman of the Russian State Duma Vyacheslav Volodin and a high-ranking delegation of the Russian State Duma who are on an official visit to Vietnam and attending the 4th meeting of the Inter-Parliamentary Cooperation Committee between the Vietnamese National Assembly and the Russian State Duma.

At the reception, the President expressed his pleasure at meeting State Duma Chairman Volodin, affirming that the visit is an important milestone, contributing to creating new momentum for the close and effective relationship between the two countries that has been built and nurtured over the past 75 years.

Thanking Russia for its attention to the Vietnamese community in Russia, the President asked the State Duma and the Russian Government to continue creating favorable conditions for the Vietnamese community to do business and live, contributing to the development of Russia and bilateral relations; at the same time, he hoped that Russia would create more favorable conditions for Vietnamese tourists to visit the beautiful Russia, through visa exemption and simplification of visa procedures.

Emphasizing that the Party, State and people of Vietnam always remember and are grateful for the support and assistance that the people of the Soviet Union, including the Russian Federation, have given Vietnam in the past struggle to defend the Fatherland and in the present-day national construction, the President affirmed that without the October Revolution, without the victory over fascism and the wholehearted support of the Soviet Union for the resistance war and national reconstruction, there would be no Vietnam today; Vietnam always attaches importance to and wishes to constantly consolidate and develop the traditional friendship and comprehensive strategic partnership with Russia.

The President also congratulated the achievements of the Russian Federation under the leadership of President Putin and appreciated the role of the State Duma in law-making, contributing to the stability and sustainable development of Russia. The President asked the Chairman of the State Duma of Russia and the National Assembly of Vietnam to support and promote the implementation of agreements reached between the two countries' senior leaders, especially between General Secretary To Lam and President Putin (May 2025) and between the President and President Putin on September 3, 2025, as well as urge and create a favorable legal framework to remove difficulties and obstacles, bringing Vietnam-Russia relations to a new level, substantive and effective in all fields.

The President expressed his belief that the traditional friendship and comprehensive cooperation between Vietnam and Russia will be further consolidated and developed for the benefit of the two peoples and for peace, stability and cooperation in the region and the world. President Luong Cuong asked State Duma Chairman Volodin to convey his thanks and regards to President Putin and Russian leaders.

Chairman of the Russian State Duma V. Volodin expressed his gratitude for the warm welcome of the Vietnamese leaders and people; affirmed that the Russian National Assembly always attaches importance to the traditional friendship and comprehensive strategic partnership with Vietnam; highly appreciated the socio-economic development achievements that Vietnam has achieved; and emphasized that the leaders of Russian agencies and Russian political parties always highly support the promotion of relations with Vietnam, and wish to continuously strengthen the friendship and multifaceted cooperation between the two countries for the benefit of the two peoples.

The Chairman of the State Duma of Russia also said that it is necessary to further promote the role of the Inter-Parliamentary Cooperation Committee and Friendship Parliamentary Groups, promote delegation exchanges, share legislative experience, supervise and improve the legal system, thereby bringing bilateral parliamentary cooperation into depth and practical efficiency. He affirmed that the State Duma of Russia will continue to support and encourage ministries, branches and businesses of the two countries to effectively implement high-level agreements, especially between General Secretary To Lam and President Luong Cuong with President Putin on promoting cooperation in the fields of economy - trade, energy - oil and gas, education - training and other fields where the two sides have a lot of potential, strengths and experience in cooperation.

On this occasion, Chairman of the Russian State Duma Volodin conveyed to President Luong Cuong the sincere greetings and regards of President Putin.

During the exchange, the two sides agreed to continue to strengthen political trust, promote cooperation through Party, State, National Assembly and local channels; promote the implementation of specific cooperation measures and projects in all fields; at the same time, enhance people-to-people exchanges, culture, sports and tourism and believe that with the efforts of both sides, Vietnam and the Russian Federation will find effective mechanisms and solutions to remove obstacles, overcome difficulties, and promote strong development of bilateral relations.

President Luong Cuong and Chairman of the Russian State Duma Volodin agreed to increase the exchange of positions and close coordination at international organizations and multilateral forums, contributing to ensuring peace, cooperation and development in the region and the world.

President Luong Cuong asked the Russian Federation to continue supporting the stance of Vietnam and ASEAN regarding the East Sea, especially on resolving disputes and disagreements by peaceful means, on the basis of compliance with international law, the United Nations Charter and the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982).
