According to a special correspondent of the Vietnam News Agency, on the morning of September 17, in Kuala Lumpur (Malaysia), on the sidelines of the 46th ASEAN Inter-Parliamentary Assembly (AIPA-46), National Assembly Chairman Tran Thanh Man had meetings with Cambodian National Assembly Chairman Khuon Sudary and Timor Leste National Assembly Chairman Maria Fernanda Lay.
At the meeting with President of the Cambodian National Assembly Khuon Sudary, National Assembly Chairman Tran Thanh Man respectfully conveyed the greetings of General Secretary To Lam, President Luong Cuong, and Prime Minister Pham Minh Chinh to King Norodom Sihamoni, Queen Mother Norodom Monineath Sihanouk, and senior Cambodian leaders.
National Assembly Chairman Tran Thanh Man thanked President of the Cambodian People's Party (CPP) and President of the Cambodian Senate Hun Sen for leading a high-ranking Cambodian delegation to attend the ceremony to celebrate the 80th anniversary of the August Revolution and Vietnam's National Day on September 2, along with the participation of the Cambodian armed forces in the parade, considering this a vivid demonstration of the good neighborly relationship, traditional friendship, comprehensive cooperation, and long-term sustainability between the two countries.
National Assembly Chairman Tran Thanh Man stressed that Vietnam attaches great importance to the strategic significance of its relationship with Cambodia, as well as the relationship among the three countries of Vietnam, Cambodia and Laos.
National Assembly Chairman Tran Thanh Man congratulated Cambodia on its recent development achievements, including the opening of Techo International Airport on September 9, 2025, and firmly believed that Cambodia will continue to achieve many comprehensive achievements in national construction and development.

President of the Cambodian National Assembly Khuon Sudary congratulated Vietnam on successfully organizing the event to celebrate the 80th anniversary of the August Revolution and National Day on September 2, considering this a strong testament to the mettle and determination of the Vietnamese people in the cause of building and defending the Fatherland. President of the National Assembly Khuon Sudary emphasized that the Cambodian people will never forget Vietnam's contribution in helping Cambodia escape genocide and rebirth. The two countries have always stood side by side in the past struggle for national independence, as well as in the cause of building and developing the country today.
National Assembly Chairman Tran Thanh Man and National Assembly Chairman Khuon Sudary highly appreciated the cooperation between the two countries in general, as well as between the two countries' legislative bodies in particular, which has continued to be consolidated and developed in recent times; exchanges of delegations at high and all levels, including committees, parliamentarians, and friendship parliamentary groups, have been maintained.
National Assembly Chairman Tran Thanh Man emphasized that the strong growth in bilateral trade, with a turnover of 7 billion USD since the beginning of the year, up 16.3% over the same period last year, is vivid proof of the increasingly close economic-trade-investment cooperation between the two countries.
The two leaders agreed that in the coming time, the two sides need to continue to strengthen political trust, regularly exchange visits and contacts at all levels through all channels; maintain contact between the two countries' parliaments to exchange experiences in the field of legislation, supervision and decision on important issues of the country; at the same time, continue to promote the role of the two countries' legislative bodies in promoting bilateral relations; supervise and promote ministries, branches, localities and enterprises to actively and effectively implement signed treaties, agreements and agreements.
The two National Assembly Chairmen emphasized the potential for connecting the two economies of Vietnam and Cambodia, especially in transport, border gates, and border trade, thereby increasing trade and investment cooperation. The two sides also agreed to further promote tourism cooperation and people-to-people exchange, especially among the younger generation.
Discussing international issues, the two leaders agreed to strengthen close coordination and mutual support at multilateral regional forums, including inter-parliamentary forums, emphasizing ASEAN's central role, contributing to peace, stability and development in the region and the world.

At a meeting with President of the National Assembly of Timor Leste Maria Fernanda Lay, President of the National Assembly Tran Thanh Man congratulated Timor Leste on becoming the 11th member of ASEAN at the 47th ASEAN Summit (October 2025); affirmed that Vietnam always attaches importance to promoting and wishes to strengthen friendly relations and multifaceted cooperation with neighboring and regional countries, including Timor Leste.
On this occasion, National Assembly Chairman Tran Thanh Man respectfully conveyed the greetings of General Secretary To Lam, President Luong Cuong, and Prime Minister Pham Minh Chinh to Timor Leste's senior leaders.
National Assembly Chairman Tran Thanh Man said Vietnam always supports and is willing to share good experiences with Timor Leste in the process of integration into the ASEAN family. The National Assembly Chairman suggested that the two sides promote the exchange of high-level delegations and all levels, aiming to soon elevate the bilateral relationship to a new height.
President of the National Assembly of Timor Leste Maria Fernanda Lay sincerely thanked Vietnam for always accompanying and supporting Timor Leste since Timor Leste became an observer and will soon become a full member of ASEAN.
National Assembly Speaker Fernanda Lay announced that the Timor Leste National Assembly has ratified the Visa Exemption Agreement for diplomatic and official passport holders; hoped that Vietnam would soon open an Embassy in Timor Leste and thanked Vietnam for its continued cooperation in ensuring food security for Timor Leste.
To further promote cooperation in all aspects, National Assembly Chairman Tran Thanh Man suggested that the two sides soon organize the first meeting of the Joint Committee on Vietnam-Timor Leste Economic and Technical Cooperation to discuss specific measures to effectively exploit cooperation potential on the basis of the signed Agreement; effectively implement the signed Agreements as well as soon complete and strive to sign bilateral documents in the fields of education and training, rice trade, consulates, science and technology, tourism, clean energy, etc. during the visit of senior leaders.

Regarding cooperation between the two legislative bodies, the two leaders agreed to further strengthen cooperation between the two National Assemblies through measures such as exchanging delegations; sharing legislative experience, perfecting institutions; sharing information and contributing to improving the efficiency of parliamentary activities; coordinating to effectively monitor cooperation agreements between the two countries and facilitating comprehensive bilateral cooperation, including economic, local, business and people-to-people connections, etc.
Discussing international issues, both sides emphasized the need to strengthen cooperation, consolidate solidarity and the central role of ASEAN, especially in regional issues, and coordinate and support each other at regional, international and multilateral parliamentary forums./.
