Any forest owner who allows violations of the Forestry Law to occur in the forest area assigned to him/her for management without promptly detecting, handling, and reporting, the head of that unit must be responsible before the People's Committee of Ha Tinh province and before the law.

Standing Vice Chairman of the Provincial People's Committee Nguyen Hong Linh has just signed a document conveying the direction of the Chairman of the Provincial People's Committee on strengthening forest management, protection, and forest fire prevention before, during, and after the Lunar New Year 2024.

Accordingly, the Chairman of the Provincial People's Committee assigned forest owners to strictly implement the forest protection and fire prevention responsibilities of forest owners according to the provisions of the Forestry Law; focus on inspecting, reviewing, and identifying key forest areas at high risk of encroachment, key forest areas prone to fire to develop and effectively implement forest protection and fire prevention plans before, during, and after the Lunar New Year of Giap Thin in 2024; proactively mobilize forces, closely coordinate with functional branches and local authorities to strengthen patrols, inspections, and effectively implement forest protection at the root; detect, prevent, and strictly handle violations of the law; proactively "on the spot", be ready to participate in timely forest fire fighting, and minimize damage.

At the same time, effectively organize the implementation of the approved sustainable forest management plan for the period 2021-2030 of the unit; for forest owners whose sustainable forest management plan has not been approved, promptly complete and submit it to competent authorities for appraisal and approval for implementation. Complete the targets and tasks of forest protection and development in 2023, proactively develop and implement the plan for 2024.

In any locality where there is a violation of the Forestry Law on the forest area assigned to it for management, the Chairman of the District People's Committee must be responsible before the Provincial People's Committee and before the law.

The Department of Agriculture and Rural Development directs and guides forest owners to strictly implement the responsibilities of forest owners according to the provisions of the Forestry Law and the instructions of the Provincial People's Committee, especially to develop and effectively implement plans for forest protection and forest fire prevention and control before, during and after the Lunar New Year 2024.

Direct the forest rangers to advise local authorities at all levels to properly perform the State management function of forests and forestry land in the area; proactively coordinate with functional branches and local authorities to develop plans for patrolling, inspecting and sweeping key natural forest areas at high risk of encroachment, areas where hunting and trading of wild animals often occur, key forest areas prone to fires...; promptly detect, prevent and handle violations of forestry laws in the area; inspect the implementation of the 2023 Sustainable Forestry Development Program of forest owners and develop a plan for 2024 to ensure timeliness and closeness to reality; develop a plan and effectively launch the "Tet tree planting festival to forever remember Uncle Ho" on the occasion of the Spring of Giap Thin in 2024.

The Provincial Police and the Provincial Border Guard Command effectively organize the fight against violations of forestry laws; direct subordinate units to strengthen close coordination with forest rangers, local authorities, and forest owners to organize patrols, inspections, timely detection, prevention, and strict handling of violations of the Forestry Law and resistance against law enforcement officers; strictly implement the coordination regulations between units signed with the Department of Agriculture and Rural Development and the Provincial Forest Protection Sub-Department. Proactively prepare forces, vehicles, and materials to promptly respond to emergency situations of forest fires when required.
