Through the arrangement, it is aimed at rationally organizing district and commune-level administrative units in accordance with the reality and development trends of the country. The merger of administrative units will create favorable conditions for stronger investment and development in the area, and the construction of faster and more comprehensive infrastructure.

Accordingly, merging Dong Son district into Thanh Hoa city is in line with local culture and history, an inevitable trend, meeting management requirements for the urbanization process, contributing to innovation, streamlining the organization, and operating effectively and efficiently in the spirit of Resolution No. 18-NQ/TW of the 12th Party Central Committee and Resolution No. 37-NQ/TW of the Politburo .

The merger of Dong Son district into Thanh Hoa city aims to expand urban space, build and develop Thanh Hoa city to be worthy of a class I urban area, a political - administrative, economic , cultural - social, scientific and technical center of the province; build Thanh Hoa city into a smart, civilized urban area with identity, a center of finance, trade, tourism, science - technology, high-tech industry, health, culture - sports, education - training of the North Central and South North regions; in accordance with local historical traditions, promote the potential, advantages, traditions and cultural history of the Ma River Delta and Dong Son culture; contribute to building and developing Thanh Hoa into a model province, a new growth pole of the whole country.

For Tan Son ward, established on the basis of adjusting a part of the natural area and population of Phu Son ward (in 2002), because it has not met the prescribed standards, it is subject to the arrangement period of 2023-2025. Therefore, merging Tan Son ward into Phu Son ward is also an inevitable trend contributing to streamlining the organization of administrative units; in accordance with historical traditions, customs, habits, population characteristics, and a connecting traffic system to ensure convenience for leadership and direction of Party committees, management of local authorities and people's daily life, administrative transactions, study, and medical examination and treatment.
