Last night (August 12), Chairman of Lam Dong Provincial People's Committee Ho Van Muoi issued a document directing the Provincial Civil Defense Command, departments, branches, sectors and People's Committees of communes, wards and Phu Quy special zone to urgently overcome the consequences of landslides and prevent natural disasters in the province.

Accordingly, in recent times, the natural disaster and weather situation in some localities has been complicated. Prolonged heavy rain has caused localized flooding, landslides, construction landslides, and tree falls in some localities, especially in areas with steep slopes, unstable geology, and areas with high negative/positive slope differences...

Therefore, it has caused damage to the lives and properties of the State and the People. In particular, the landslide on the afternoon of August 12, 2025 in Xuan Truong ward - Da Lat killed 2 people.

To urgently overcome the consequences of natural disasters and landslides, and implement measures to ensure safety during the rainy and flood season, the Chairman of the Provincial People's Committee and the Head of the Provincial Civil Defense Command requested Directors/Heads of departments, branches, and sectors; Chairmen of People's Committees of communes, wards, and Phu Quy special zone to concentrate forces to search for buried people, evacuate, and support people out of dangerous areas.

Absolutely do not be negligent, subjective, or passive in natural disaster prevention and control work; proactively review and grasp areas at risk of landslides and construction landslides.

In particular, the Chairmen of the People's Committees of communes, wards and Phu Quy special zone need to direct functional forces and local authorities to continue to inspect, review, count and closely monitor areas at risk of landslides and flash floods in the management area; develop specific treatment plans for each location, place and residential area at risk of landslides when heavy rain occurs.

Along with that, grasp the area and information of each household to promptly notify and warn people to evacuate to safe places when continuous heavy rain occurs. Arrange temporary shelters for people, resolutely evacuate people from areas warned of landslides, flash floods, etc.

At the same time, strengthen management of leveling activities to create construction sites and manage construction order in the area; do not allow new cases of people illegally constructing works in locations, areas of steep slopes, high negative/positive slopes that do not ensure safety and encroach on river and stream protection corridors, leading to risks of insecurity during the flood season.

Immediately stop digging and cutting corners of hill slopes to build houses, causing the risk of landslides; check and strictly handle the situation of illegally leveling land at the foot of slopes to create land for housing construction...

Closely monitor warning and forecast bulletins; promptly and regularly notify and guide people to proactively prevent and minimize damage; arrange forces and vehicles in key areas to promptly support the evacuation of people and property from areas at risk of landslides and flash floods during the upcoming peak of the flood season. On the other hand, organize security and traffic guidance for people through culverts, spillways and areas with deep flooding and fast-flowing water.

The leaders of the Provincial People's Committee requested departments, branches and localities to continue to widely propagate to people about preventing and fighting child drowning; ponds and lakes dug by households for production purposes must be fenced and protected to ensure safety; absolutely do not leave children at home without supervision or management; establish working groups to inspect the fencing and posting of warning signs at ponds, lakes, rivers and streams at risk of drowning and continue to deploy solutions to prevent and fight child drowning in the area.

Chairman of Lam Dong Provincial People's Committee Ho Van Muoi requested the Provincial Civil Defense Command and communes, wards and special zones to activate the level of natural disaster prevention and control in a state of readiness, prepare conditions to promptly respond and rescue to ensure safety for people and minimize damage to State and people's property. Closely monitor the weather situation and natural disaster developments, proactively direct, inspect and urge localities to deploy work to prevent, combat, overcome consequences and limit damage caused by natural disasters.

The Department of Agriculture and Environment urgently guides and organizes inspections and safety assessments of the system of dams, irrigation canals and ditches in the area (especially large reservoirs and dams); organizes dredging, maintenance and timely repair of irrigation systems to avoid flooding, ensuring safety of works and downstream areas during the rainy and stormy season.

The Provincial Police directed the Fire Prevention and Rescue Police, the police of communes, wards and special zones to review and fully prepare rescue machinery and equipment; strengthen the on-duty work, receive information and organize rescue work; be ready with forces and equipment to participate in natural disaster prevention and control, help people evacuate, rescue and rescue promptly and effectively when there is a mobilization order from the local Party Committee and government...
