On the afternoon of July 15, the working delegation of the Provincial Party Standing Committee led by Mr. Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, had a working session with the Party Committees of Bach Xa and Phu Luu communes on the implementation of tasks after the merger; compensation and site clearance for the Tuyen Quang - Ha Giang Expressway Project through the communes.

The working group inspected the activities of the Bach Xa Commune Public Administration Service Center.

The delegation included leaders of the following departments and branches: Agriculture and Environment; Construction; Ethnicity and Religion; Culture, Sports and Tourism; Science and Technology; Finance, Home Affairs; Provincial Inspectorate; Provincial Traffic Construction Project Management Board; and Land Fund Development Center.

According to the report, Bach Xa commune was established on the basis of merging 3 communes (Yen Thuan, Bach Xa, Minh Khuong) with a total area of ​​127.41 km2; population of 15,309 people; currently the commune has 34 villages, 48 ​​party cells, 692 party members and 60 civil servants, 13 non-professional workers. The commune is 71 km from the provincial administrative center, economic development is mainly agricultural and forestry production.

Phu Luu commune was established on the basis of merging two communes Minh Dan and Phu Luu with a natural area of ​​120.44 km2, a population of 16,154 people, of which ethnic minorities account for 81.79%, and the poverty rate is 9.45%. The commune party committee has 48 party cells with 754 party members; the current number of civil servants is 54 people, 100% of whom have university and post-graduate qualifications.

Working with the communes, Chairman of the Provincial People's Committee Phan Huy Ngoc grasped the implementation of tasks after the merger such as: Leadership and direction of the new commune Party Committee and government; administrative procedure services for the people; use of commune facilities and equipment; job placement for commune officials; socio-economic development in the first 6 months of the year; potentials, strengths and advantages of the locality; religious activities, security and order in the area; preparation progress for the Commune Party Congress for the 2025-2030 term...

According to the report, in addition to the advantages, the activities of the communes after the merger encountered some difficulties such as: Facilities and working equipment did not meet the requirements and were not synchronized; some cadres and civil servants were still confused in performing their tasks and had not really caught up with the work; the expertise of some cadres, civil servants and public employees was not suitable for the new tasks (especially Party building work); the Public Administration Service Center's facilities and working equipment did not meet the requirements to serve the people...

Regarding compensation and site clearance for the Tuyen Quang - Ha Giang Expressway Project, Bach Xa commune has over 12 km of Tuyen Quang - Ha Giang Expressway running through it; Phu Luu commune has over 10 km of expressway passing through it.

Currently, Bach Xa commune is still stuck with 13 households that have received compensation but have not yet handed over the land because the infrastructure of the resettlement area has not been completed, 2 households have not yet received compensation; Phu Luu commune has handed over 98% of the land, but is still stuck with some households whose land origin is related to the Forestry Company's land; rain and floods have caused landslides on some sections of the highway, affecting people's production land and the land of the resettlement area of ​​the highway in Phu Luu has subsided, affecting resettled households...

At the working session, leaders of departments and branches reported and clarified recommendations and proposals of communes in assigned fields.

Speaking at the meeting, Chairman of the Provincial People's Committee Phan Huy Ngoc highly appreciated the organization and operation of the Party Committees and authorities of the communes after the merger, and the activities of the Public Administration Service Center that basically met the needs of the people. He shared the difficulties and problems that the communes are facing.

Chairman of the Provincial People's Committee Phan Huy Ngoc suggested that communes need to have solutions to propagate, promote, change the structure of varieties, and increase the value of local agricultural products; effectively disburse public investment capital and collect state budget; continue to coordinate with agencies and units to completely resolve compensation and site clearance for the expressway project through the area; continue to complete documents and conditions for organizing the Party Congress of communes for the 2025-2030 term.

The Chairman of the Provincial People's Committee requested the team of communal cadres to enhance their responsibility in working for the people, strive to accumulate experience, proactively update information and professional expertise; do a good job of handing over and storing records and documents in a scientific and reasonable manner, avoiding loss or misplacement of records and documents due to mergers; pay attention to dialogue work, listen to opinions and recommendations of the people to have timely solutions; proactively follow and grasp the situation at the grassroots level, avoid passive and unexpected incidents, loss of rural security and order, creating bad public opinion in management and operation work...

Regarding the proposals of the communes, the Chairman of the Provincial People's Committee assigned the departments and branches to synthesize, report, and propose to the province for solutions, especially regarding facilities and equipment to meet the management work and carry out administrative procedures to serve people and businesses.

During the working program, Chairman of the Provincial People's Committee Phan Huy Ngoc inspected the activities and encouraged the staff of the Public Administration Service Center of Bach Xa and Phu Luu communes.

On this occasion, Chairman of the Provincial People's Committee Phan Huy Ngoc personally presented the Public Administration Service Center of Bach Xa commune and Phu Luu commune each with a 65-inch TV to support the Center's administrative procedures.
