The Chairman of the Ho Chi Minh City People's Committee directed the Department of Home Affairs to coordinate and advise on policies and mechanisms to support voluntary social insurance contributions to increase social insurance coverage. At the same time, effectively implement state management of social insurance and unemployment insurance policies; strengthen inspection and propose solutions to strengthen the management of labor supply units and labor hiring units to ensure that enterprises operating in this field strictly and fully comply with labor regulations.
The Department of Health shall take the lead in coordinating and advising on policies and mechanisms to support health insurance premiums to increase health insurance coverage, in line with the roadmap for universal health insurance. Strengthening the advisory work to help the Ho Chi Minh City People's Committee carry out state management of health insurance through management, inspection, and handling of violations; having timely solutions to prevent abuse and profiteering of the health insurance fund; continuing to promote the application of information technology and digital transformation in medical examination and treatment activities and connecting data with the Social Insurance agency.
The Department of Finance is responsible for coordinating with the People's Committee of Ho Chi Minh City to submit to the People's Council of Ho Chi Minh City to include the rate of social insurance and health insurance coverage into the annual socio -economic development targets and tasks in the People's Council Resolution and the Resolution of the Party Congress of Ho Chi Minh City. The Department of Education and Training coordinates with the Social Insurance agency to promote propaganda about health insurance for students, and implement the collection of health insurance for students to ensure that 100% of students participate in health insurance.
Ho Chi Minh City Social Insurance presides over and coordinates the development of a plan to propagate the Law on Social Insurance and the Law on Health Insurance in the direction of diversifying the forms and contents of propaganda suitable for each vivid target group. At the same time, review and handle enterprises that have not participated in social insurance, health insurance, and unemployment insurance for employees. Strengthen specialized inspection of compliance with the law on social insurance and health insurance at units, organizations using labor, and medical facilities to promptly detect, prevent and handle violations according to the law.
In addition, coordinate the management and effective use of the health insurance fund and estimate the cost of health insurance examination and treatment; properly, fully and promptly deploy programs, plans and solutions to promote health insurance work, improve the effectiveness of health insurance policy implementation. Along with that, coordinate propaganda, collect health insurance for students, allocate funds for primary health care promptly and fully. Strengthen inspection, supervision, and publicize the list of schools with a high rate of students participating in health insurance to commend or remind in a timely manner.
The Vietnam Fatherland Front Committee of Ho Chi Minh City and socio -political organizations have stepped up propaganda work so that employers are responsible for registering and paying social insurance, health insurance, and unemployment insurance for employees. Along with that, mobilize union members, association members, and people to participate in voluntary social insurance and family health insurance; organize supervision of the implementation of social insurance, health insurance, and unemployment insurance policies and laws; participate in protecting the legitimate rights and interests of union members and association members...
The Ho Chi Minh City Inspectorate coordinates with the Ho Chi Minh City Social Insurance to monitor, grasp the situation and promptly conduct inspections of the implementation of policies and laws on social insurance and health insurance. People's Committees of wards, communes and special zones strengthen the direction of propaganda, dissemination and education of laws on social insurance and health insurance.
