On April 1, the Department of Administrative Police for Social Order (C06, Ministry of Public Security ) announced 10 new points in the Law on Identification that will be applied from July 1, 2024.
Accordingly, the identity card will be "abolished" from January 1, 2025; iris biometric information will be collected for citizens aged 6 and over when carrying out procedures for issuing an identity card. Citizen identity cards issued before July 1, 2024 will still be valid until the expiration date stated on the card. Citizens, when in need, will be issued an ID card.
Legal documents issued using information from identity cards and citizen identification cards still retain their validity. According to the representative of C06, the new identity card has removed information on hometown, permanent residence, fingerprints, and identification features, and replaced it with information on place of birth registration and place of residence. Vietnamese citizens under 14 years old are issued identity cards upon request.
Vietnamese citizens are not eligible to register for permanent residence or temporary residence if their current residence information is updated in the National Population Database. The Law on Identification does not collect identification and biometric information for people under 6 years old. Iris biometric information is collected for citizens aged 6 years and older when carrying out ID card issuance procedures. DNA and voice biometric information is collected when people voluntarily provide it when carrying out ID card issuance procedures.
