Digital transformation with taxpayers at the center of service

On the occasion of the 80th anniversary of the Vietnam Tax Industry's Traditional Day (September 10, 1945 - September 10, 2025), on September 8, the Tax Department organized the Tax Industry Digital Transformation Fair to introduce technology solutions, share experiences and development orientations in digital transformation, towards building a modern - transparent - effective Tax industry, taking people and businesses as the center of service.

The event was attended by leaders of the Ministry of Finance, the Tax Department, and units under the Ministry; representatives of the Ministry of Public Security , the Ministry of Science and Technology, the National Digital Transformation Agency; the Vietnam Federation of Commerce and Industry (VCCI), industry associations such as the Vietnam Tax Consultants Association, VINASA, the Vietnam Information Technology Association, the Association of Small and Medium Enterprises, representatives of tax and IT consulting companies...

Mr. Mai Son, Deputy Director of the Tax Department, said that the digital transformation of the Tax sector has gradually applied new technologies such as artificial intelligence (AI), built large Bigdata databases through sharing and connecting data with ministries and branches and tools to support taxpayers in new forms (such as virtual assistants, chatbots). Thanks to drastic efforts in modernization and digital transformation, tax management has been gradually digitized comprehensively, thereby improving the effectiveness and efficiency of management and creating maximum convenience for taxpayers.

However, the Tax sector also identified that, entering the current stage, the sector is facing huge demands and challenges. The tax authority is managing more than 1 million enterprises, more than 300 thousand organizations, over 2 million individuals, business households and more than 80 million personal tax codes. The context of the digital economy , cross-border e-commerce and the policy of streamlining the apparatus requires more comprehensive, faster and more effective innovation.

In that context, the Tax sector has identified digital transformation as a comprehensive and key solution to meet new development requirements. Digital transformation is a comprehensive change process, from management methods to the application of technology and science .

All tax processes and services will be redesigned around the taxpayer journey, integrating business functions (from registration, tax declaration, tax payment, tax refund to inspection, examination, enforcement, etc.) in a smart and seamless way.

At the same time, tax authorities have increased the application of risk management and the use of digital data to improve management efficiency and voluntary compliance. To realize digital transformation goals, the Tax sector has restructured the information technology system, considering it the "backbone" for electronic tax management and data analysis; reformed procedures, simplified processes, digitized records, measured taxpayer satisfaction, and applied an internal assessment index system.

These solutions aim to create a comprehensive transformation in institutions, processes and people, ensuring that when the new information technology system is ready, the apparatus and operations have also been modernized synchronously.

At the Digital Transformation Fair, in addition to the applications of the Tax sector, there were products from units under the Ministry of Finance; 5 booths of major technology companies such as: IBM, Microsoft, HP, Google, Dell, with current trending technology products such as AI, Chatbot... in addition to hardware products serving the work at the unit such as laptops, computers, printers. These are all leading technology companies in the world, with many years of experience in implementing tax systems in Vietnam and globally.

In addition, the fair also has typical booths from domestic technology enterprises: Sapo, Misa, KiotViet, VNPT, Viettel, FPT, CMC, Mobifone, Tecapro, NCS...

Participating in the Fair, Sapo Technology Joint Stock Company brought a booth to introduce comprehensive digital transformation solutions for business households and enterprises, applying AI throughout the process in multi-channel sales management, electronic invoices, accounting, tax declaration and payment.

Attendees can directly experience Sapo's multi-channel Sapo OmniAI solution right here - a technology that helps gather all sales data from multiple channels (stores, e-commerce platforms, websites, social networks, chat applications) into one place, synchronize throughout and integrate AI in the entire process. AI (Sapo Intelligence) supports from multi-channel sales posting, centralized chat management, order processing - inventory - promotions - payment - shipping, to revenue analysis, warning of electronic invoice errors and suggesting optimal tax declaration options.

Ms. Nguyen Thi Minh Khue - Deputy General Director of Sapo shared: "Sellers of all sizes can operate lean, manage tax obligations transparently and grow revenue sustainably with the power of multi-channel and AI of Sapo".

In just the first 5 months of 2025, Sapo has approached, consulted and deployed integrated electronic invoice solutions for more than 20,000 sellers.
