Due to the odd number of participating teams, each round, 1 team will be given a break. In the 2023/2024 National Cup, the team meeting Binh Thuan Club will automatically advance.

Previously, on October 10, the Department of Culture, Sports and Tourism of Binh Thuan province sent an official dispatch to the Vietnam Football Federation (VFF) and Vietnam Professional Football Joint Stock Company (VPF) regarding Binh Thuan Club's request not to participate in the 2023 National First Division tournament.
This football team is facing difficulties due to financial problems. The document stated: " Due to the short time to prepare for the new season and the project to socialize the Binh Thuan football team to switch to the model of a football joint stock company (according to the current professional football regulations) has not been approved yet, there are still some difficulties, especially regarding funding and the formation of a football organization operating under the Enterprise Law.
Pursuant to Clause 26, Section VIII of the 2023/2024 National First Division Regulations and Clause 5, Article 7 of the Vietnam Professional Football Regulations, the Department of Culture, Sports and Tourism proposes that the Vietnam Football Federation allow Binh Thuan Club to withdraw its name, not participate in the 2023/2024 National First Division, and register to compete in the 2024 National Second Division .
Currently, the members of this team for the 2023 season have left. The team's leadership will resolve the remaining bonus issue from the previous season.
