Coc San actively transforms digitally

Coc San Commune is a suburban area of Lao Cai city that was recognized as meeting new rural standards in 2014. The commune is oriented to shift its economic structure from agriculture - forestry to services - small industry and digital transformation is being actively implemented by officials and people.

I happened to meet Mr. Hoang Van Phuc in Un Ta village, Coc San commune when he went to the commune People's Committee to complete the procedure for issuing a copy of the household registration extract. Mr. Phuc said that according to the previous procedure, he had to go to the commune People's Committee headquarters to make a declaration, then submit it to the one-stop department and wait for the judicial - household registration officer to verify the information and submit it for approval. Most of the citizens' requests will be resolved within the day, but it may be difficult to avoid having to wait from morning to afternoon. However, now, he submits the application on the online public service software at home, then goes to the commune People's Committee headquarters to get confirmation.

I was guided at home by the Youth Union staff to install and use the online public service software on my phone many months ago. Today, I need to request a copy of my birth certificate to complete the paperwork for the land purchase and sale, so I submitted the application on the online public service software. Although I did not understand how to complete the required content at home, when I arrived at the headquarters, the judicial - civil status staff guided me to complete it very quickly, then I only had to wait a short time to get all the documents.

Mr. Vu Anh Tuan, a judicial officer - civil status officer, Coc San Commune People's Committee said: Handling paperwork for citizens through online software helps shorten the time for both officers and citizens. Previously, we could only handle a few files a day, but now it has increased 3-4 times, with about more than 20 jobs related to the judicial - civil status sector.

Coc San commune has 9 villages, with 1,279 households, 5,173 people, including 8 ethnic groups, of which the Giay ethnic group accounts for 51.4%; the Kinh ethnic group accounts for 43.2%... The commune has established a Steering Committee for Digital Transformation and a community digital technology team in 9 villages, with the participation of village chiefs, village fronts, unions, associations, especially the youth union.

Mr. Tran Hai Tu, Secretary of the Youth Union of Coc San commune, said: In recent years, the Youth Union of the commune has coordinated with relevant parties such as the Commune Police and the health sector to organize many propaganda campaigns, instructing people in the villages to install and use electronic software such as electronic health check-up books, VSSID - digital social insurance, Vneid - electronic identification accounts, etc. The village youth union secretaries also regularly help village cadres record directive documents or information that needs to be propagated and broadcast on the wireless broadcasting system of the villages, instead of the village cadres having to read directly as before.

In addition, implementing the direction on digital transformation, the People's Committee of Coc San commune sent cadres and civil servants of the unit to fully participate in training courses organized by the People's Committee of Lao Cai city. The commune also received attention and close direction from the city's leaders, the active coordination of relevant parties such as the police, health, and businesses in implementing the content...

Thanks to that, the digital transformation work in the commune has achieved many results, such as: Propaganda content is connected, interconnected, and data is shared smoothly and synchronously in 100% of the political system and organizations, individuals, and small and medium-sized enterprises using digital platforms; the rate of transactions on the public administrative service portal that are electronically authenticated is 1,078/1,099, equal to 98%; the rate of administrative procedure records received and resolved online throughout the process is 1,070/1,099, equal to 97%; the rate of online public services with records generated and resolved throughout the process is 1,070/1,099, equal to 97%; the rate of administrative payments implemented online is 1,045/1,045, equal to 100%...

Despite many favorable conditions, digital transformation in the commune still faces many difficulties. The rate of people participating in the digital transformation process is still low due to uneven awareness, low economic conditions; the rate of people owning smartphones and computers is not high, the internet connection is not stable, etc.

Although there are still many difficulties, with the efforts of local authorities, branches, unions and associations and the active support and coordination of people as well as units and businesses in the area, Coc San commune aims to continue to strive to fulfill work targets on digital platforms, while further raising people's awareness in receiving and applying information technology.
