Extra points for 10th grade for children of revolutionary activists in 1945: Ministry of Education explains

(Dan Tri) - The regulations are intended to cover all subjects and in this case, include biological children and legally adopted children of revolutionary activists.


In the face of conflicting arguments about the regulation of adding 2 points to grade 10 for children of revolutionary activists in 1945, the representative of the circular drafting committee of the Ministry of Education and Training explained that the regulation wanted to cover all subjects.

In this case, the regulation stipulates that both biological children and legally adopted children of revolutionary activists are included, that is, including revolutionary activists who adopt children.

According to this representative, based on Decree 131/2021 of the Government detailing and implementing measures for the Ordinance on preferential treatment for people with revolutionary contributions, there may be situations where people participating in revolutionary activities from the age of 15 but only adopt children when they are 70, 80, or even older.

In order to ensure benefits, the Ministry has carefully calculated during the drafting process and believes that there is still a possibility that it should be included so as not to miss out those who deserve preferential treatment.

Previously, the draft Circular on junior high school and high school admission regulations contained controversial content when it added 2 points to grade 10 for children of revolutionary activists in 1945.

Specifically, the Draft Circular on regulations for junior high school and high school admissions of the Ministry of Education and Training (MOET) proposes 3 groups of subjects to be given priority points for admission to grade 10.

The maximum bonus points are 2 points for group 1, 1.5 points for group 2 and 1 point for group 3.

The number 1 priority group is children of martyrs, children of wounded soldiers with 81% or more loss of working capacity, and children of revolutionary cadres.

Specifically, children of revolutionary cadres are given 2 points, including: children of resistance fighters infected with toxic chemicals, children of revolutionaries before January 1, 1945, and children of revolutionaries from January 1, 1945 to before the August Revolution.

This is the controversial group.

On social networking forums, many opinions say that this regulation is impractical.

Revolutionary activists before 1945 cannot be under 90 years old. At this age, having a 15-year-old child, preparing for the 10th grade entrance exam, is unlikely to happen.

In fact, group 1 of subjects in the draft new Circular is kept the same as Circular 11 issued in 2014 by the Ministry of Education and Training.

In previous years, this content was also brought up for debate in every 10th grade entrance exam.

Sharing with Dan Tri reporter, the director of a Department of Education and Training commented: "Despite the controversy, it is reasonable for the Ministry to maintain the regulation of giving the highest priority points to children of revolutionary activists before the August Revolution of 1945."

The circular on admission regulations needs to cover all admission subjects, leaving no one out, so this case may be very rare but is still entirely possible.
