In 2025, units under Emulation Cluster No. 4 organized border and sea patrols nearly 1,700 times, with more than 7,700 officers and soldiers participating; disseminated regulations on preventing and combating illegal, unreported and unregulated (IUU) fishing to more than 2,000 vessels and nearly 10,000 fishermen; presented more than 1,300 national flags, 500 photos of Uncle Ho, and distributed more than 10,000 leaflets and propaganda documents.
Units presented 121 gifts, worth nearly 70 million VND to people in difficult circumstances, policy families, students and the program "Border Spring - Warming the hearts of the villagers" presented 768 gifts to people, worth more than 400 million VND. In 2025, the cluster had 29 collectives and 72 individuals recognized and rewarded at all levels.
Emulation Cluster No. 4 voted to recommend units to receive emulation flags, winning units, and advanced units.
Emulation Cluster No. 4 has reviewed and proposed to the Provincial Border Guard Emulation and Reward Council to request all levels to reward units with achievements in implementing the emulation movement to win in 2025. Handing over the Head of Emulation Cluster No. 4 in 2026 from Xa Luc Border Guard Station to An Thoi Port Border Guard Station.

Speaking at the conference, Colonel Pham Van Thang, Deputy Commander of the Provincial Military Command, Commander of the Provincial Border Guard Command, requested units to regularly innovate emulation and reward work, attach importance to organizing emulation raids, specialized and thematic emulation, detection work, and building advanced role models. At the same time, focus on effectively implementing border protection measures, firmly managing and protecting the sovereignty and security of border areas, seas, islands, etc.
