On the afternoon of December 13, at the 21st session of the 10th term People's Council of Da Nang City, delegates voted to pass the Resolution on the List of Group B public investment projects in the transport sector to separate compensation, support, resettlement and site clearance projects from public investment projects.

According to Document No. 321/TTr-UBND dated December 10, 2024 of the People's Committee of Da Nang City, in fact, in the past, the site clearance work of the investment project was approved after the project investment policy was decided by the competent authority.

This process takes a very long time as the investor must conduct a bidding process to select a consulting unit to set up the project; examine, appraise, and submit the project to the competent authority for approval; select a consulting unit to prepare the EIA (Environmental Impact Assessment Report), submit for appraisal, submit for approval of the EIA...

The extended time affects the actual estimated value compared to the initially approved value, leading to the need to approve adjustments to the investment policy and investment projects of a number of projects, especially in the transport sector, for group B projects.

The general situation of localities across the country is facing difficulties and obstacles such as Da Nang city. The National Assembly has recognized this situation, so recently issued Resolution No. 136/2024/QH15 dated June 26, 2024, agreeing on the pilot implementation of approving project site clearance at the step of approving investment policies for group B traffic projects.

With the consent of the City Party Committee, following Submission No. 252/TTr-UBND dated November 16, 2024, the City People's Committee submitted to the City People's Council a list of group B public investment projects in the transport sector to separate compensation, support, resettlement and site clearance projects from public investment projects, including 13 projects with a total estimated investment of VND 9,177 billion (of which site clearance costs are VND 3,208 billion) with selection criteria.

These selection criteria include: key projects, with widespread nature and large scale; urgent and necessary projects, requiring proactive implementation of site clearance work right at the investment policy approval step, limiting the situation of increasing compensation costs while waiting for investment project approval as before, leading to the need to adjust the project investment policy; projects with expected large site clearance costs in the total project cost, greatly affecting households in the project area having to carry out large-scale compensation and clearance; projects expected to encounter difficulties in site clearance, greatly affecting the overall progress of the large-scale overall project, possibly leading to the situation where the project has to wait for completion of site clearance work.
