National Assembly delegates propose career guidance for students from preschool level

According to the National Assembly delegate, it is necessary to have clearer regulations on career guidance implementation suitable to students' talents, strengths, and abilities from preschool and primary education stages.

On the afternoon of September 29, the National Assembly Standing Committee held the 8th full-time National Assembly Deputies Conference of the 15th tenure to discuss and give opinions on 21 important draft laws to be submitted to the National Assembly at the 10th session.

Commenting on draft laws related to education, National Assembly member Dang Thi My Huong (Deputy Head of the delegation of Khanh Hoa province) stated that the work of streamlining students after middle school and high school is one of the strategic tasks to restructure human resources, meet career needs, and develop the local and national socio-economy .

However, Ms. Huong pointed out that in reality, student streaming work over the past many years has not achieved the desired results, and still has many shortcomings and limitations.

" Specifically, the student streaming rate is still low compared to the target. Career guidance activities are still formal, many schools only organize career guidance lectures, lacking complete and accurate information about study and career paths.

"There is a lack of coordination between education levels and training sectors. There is a lack of a systematic career counseling assessment system that is appropriate for students' ages. There is a lack of continuous practical connection with businesses and vocational training institutions, which means students do not have enough information and experience to choose a suitable career ," Ms. Huong said.

In addition, the female delegate said that social psychology is still heavy, parents and students often attach importance to the university path, do not properly evaluate the value of vocational education , reducing the effectiveness of streaming. There is no specific support policy for streaming students, lack of scholarship mechanisms, preferential credit, and job support, making parents and students less interested in career choices.

Citing the draft Law amending and supplementing a number of articles of the Law on Education, which regulates career guidance and streaming in education, it is still quite general and general.

" There needs to be clearer regulations on career guidance implementation suitable to students' talents, strengths, and abilities from preschool and primary education, not just stopping at middle and high school ," National Assembly delegate Dang Thi My Huong proposed.

In addition, according to the delegate, it is necessary to study and supplement regulations on the coordination of responsibilities of independent career guidance organizations and career counseling organizations. These can be career guidance centers or professional social organizations to support students and parents with more information and advice to make appropriate career choices.

Giving additional comments, Ms. Huong suggested reviewing and supplementing regulations on career orientation for gifted students, students from ethnic minority and mountainous areas, areas with difficult socio-economic conditions and other students.

Regarding the responsibility and resource mechanism, delegates said that it is necessary to review, consider and supplement regulations to strengthen the role and responsibility of local authorities in student streaming.

" Accordingly, it is necessary to clearly define the responsibilities of the People's Committees at the provincial and communal levels in leading and directing the work of student streaming in accordance with the labor needs of the locality and region. It is necessary to link streaming with the digital labor market. It is necessary to stipulate the need to build a data system on local streaming and link and periodically report to the Ministry of Education and Training ," Ms. Huong emphasized.

In addition, delegate Huong noted the need to review, consider, and supplement regulations to enhance the application of digital technology in traffic flow.

For example, building a system to assess student capacity, career counseling through a digital platform and a national database on student capacity and interests to support streaming. This database needs to be interconnected between the Ministry of Education and Training, localities, vocational training institutions and businesses to serve as a basis for streaming...

At the same time, there must be provisions on the protection of students' personal data during the collection, analysis and distribution process. Clearly stipulate the mechanism for managing, exploiting and sharing data to avoid abuse or violation of privacy.

" The State also needs to have its own financial policy for digital transformation in the work of streaming, such as investing in digital infrastructure and training for teachers, building a career counseling portal. In my opinion, reviewing and supplementing a number of regulations as mentioned above in career guidance and student streaming is not just a policy but will become a transparent, responsible digitalization process, closely linking education, family, locality and the labor market, " added National Assembly member Dang Thi My Huong.
