* Na Hang commune was established on the basis of merging 3 commune-level administrative units: Na Hang town, Thanh Tuong commune and Nang Kha commune. During the past term, under the leadership and direction of the Party Committee, the government and the people of all ethnic groups, Na Hang commune has promoted the spirit of solidarity, made efforts to overcome difficulties, and effectively implemented the set targets and tasks: Average annual food output reached 5,866 tons, exceeding 10.3%; forest coverage rate reached 79.9%. The essential infrastructure system has received synchronous investment attention, meeting the requirements of development and improving people's lives.
Attention has been paid to administrative reform, digital transformation, and digital government building; over 95% of villages have 4G coverage. State budget revenue reached VND 5,940 million, an average increase of 16.7% per year. The cultural and social fields have made much progress; social security has been strengthened. In particular, the work of building the Party and the political system has achieved many important results; the leadership role, fighting strength, and quality of cadres and party members have been increasingly improved.

With the theme "Promoting the tradition of solidarity; building a clean and strong Party and political system; accelerating the application of science, technology, digital transformation; building Na Hang to develop rapidly, sustainably, and with a rich identity in the new era", the Congress set out 5 key tasks, 2 breakthroughs, and 15 main targets. In particular, every year, strive to have 90% of Party organizations, agencies, and Party members complete their tasks well or better; have 30 or more Party organizations inspected and supervised; average income per capita reaches over 70 million VND/person/year; attract over 200,000 tourists/year.
Speaking at the Congress, comrade Tran Manh Loi, member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Propaganda and Mass Mobilization Commission, praised the results achieved by Na Hang commune in the past term. He suggested that the Na Hang commune Party Committee continue to promote Party building and rectification, perfect the organizational apparatus; improve the management and operation capacity of the commune government. Concretize the implementation of mechanisms and policies; focus on implementing commune planning in conjunction with regional and provincial planning in the direction of maximizing advantages.

At the same time, focus on implementing breakthroughs, expanding linkages to make tourism an important economic sector; developing agriculture, forestry and fishery in the direction of specialties and organic products, improving the criteria for building new rural areas. At the same time, promote comprehensive digital transformation, create development, and serve the people.
The Congress introduced the Party Executive Committee, the Standing Committee of the Na Hang Commune Party Committee for the 2025-2030 term and the Delegation to attend the Congress at a higher level.
* Nghia Thuan commune was established on the basis of merging two old administrative units, Nghia Thuan commune and Thanh Van commune. During the past term, the Party Committee, government and people of the previously rearranged communes have strived to promote potential advantages, basically achieving and exceeding the set targets.

Agricultural potential was effectively exploited; socio-economic infrastructure was invested, rural appearance was renewed, budget revenue increased significantly, national target programs were implemented synchronously and effectively. Party building work was given attention and focus. Food output reached 4,691 tons, an increase of 10 tons compared to 2020, contributing to ensuring food security; the poverty rate decreased to 32.2%; the rate of mobilizing children to go to school reached 99.5%...
In the 2025-2030 term, the commune has determined to focus on the following tasks: Promoting administrative reform, digital transformation and application of science and technology, innovation. Converting crops and livestock towards commodity production; strengthening production linkages. Striving for the value of crop products to reach 60 million VND/ha; annual livestock growth rate of 4% or more; average income per capita to reach 45 million VND/person/year; multidimensional poverty rate to decrease by an average of 5%/year.

Speaking at the Congress, Head of the Provincial Party Committee's Internal Affairs Committee Phung Tien Quan acknowledged and commended the achievements, and at the same time requested the Commune Party Committee to continue to overcome difficulties, effectively operate the new organizational model; promote the role of the leader; promote sustainable economic development, focus on transforming the structure of crops and livestock, apply science and technology in production, increase the proportion of trade and services; preserve cultural identity, and focus on education and training.
* In the 2020-2025 term, the Party Executive Committee of Kien Thiet commune has been united, unified, and created consensus among the people. The commune has achieved many important and comprehensive results in the fields of Party building, economy, society, national defense, and security. The commune's economy continues to maintain stability. Average income per capita in 2024 will reach 30 million VND/person/year.

The poverty rate decreased by an average of 10.12% per year, exceeding the Resolution's target. In the 2021-2025 period, the whole commune supported the repair and renovation of 107 houses with a support budget of over 4.1 billion VND. Technical infrastructure in the area continued to be invested in, built and developed; policies and social security were implemented promptly and fully.
Promoting the achievements, in the 2025-2030 term, Kien Thiet Commune Party Committee continues to maintain the spirit of solidarity and unity; build a clean, strong and comprehensive Party and political system. At the same time, improve the Party's leadership capacity, build a clean and comprehensive political system, build a contingent of cadres and Party members with sufficient qualities, capacity and prestige. Continue to promote administrative reform in the direction of serving and creating development; promote the strength of the people, mobilize all resources to build Kien Thiet commune to develop strongly and comprehensively.

Speaking at the Congress, Comrade Ly Thi Lan, Head of the full-time National Assembly Delegation of the XV term of Tuyen Quang province, acknowledged and praised the achievements that the Party Committee, government and people of Kien Thiet commune had achieved in the past term.
